Air traffic controllers switched to a backup system of exactly the same design in the morning in accordance with preset procedures, and implemented short-term traffic control for departing flights. Civil Aviation immediately instructed the contractor to thoroughly investigate the incident and submit a report as soon as possible after the incident, and will continue to follow up the incident closely.

According to the Civil Aviation Department, individual working seats in the air traffic management system have temporarily failed to respond to the operation instructions. The engineering staff present immediately followed up and investigated, and restarted the relevant individual work seats. After the engineering personnel negotiated with the air traffic controller on the scene, at 9:10 am, they switched to the backup system with the same design according to the preset procedures.

The Civil Aviation Department stated that flights arriving in and flying over the Hong Kong FIR had not been affected. The original main system of the air traffic management system had been used for backup purposes after restart and inspection by engineering personnel. The entire standby system did not need to be activated.
