The activities of the four-day training course organized by the Ministry of Justice and the Higher Judicial Institute on “The Guide to Legislative Drafting” focused on applied and detailed studies of internal and external controls in the process of drafting legislation, the importance of the Guide to Legal Drafting, the explanatory note, the legislative impact of it, the rules for establishing the legal sentence and creating public authorities.
In turn, the dean of the Higher Institute for the Judiciary, Dr. Muhammad Tariq Al-Khan, stated that after setting the legislative drafting guide that includes the rules and procedures to be observed when preparing any legislative instrument, it became necessary to qualify and train legal cadres in ministries and public institutions so that these bodies are able to formulate their legislation in an optimal manner that meets the goal and goal Of legislation.
In his lecture, Judge Dr. Mahmoud Saleh focused on the science of drafting and legislation, its interpretation, discretion and exceptions to legislation, how to define the goal of the law when drafting it, measuring the legislative impact after its export and setting the reasons for the legislation.
The inauguration was attended by Minister of Administrative Development Dr. Salam Safaf, Minister of Information Imad Sarah, President of the Council of State Judge Abdel Nasser Al-Dhalli and a number of deputy ministers and legal directors in ministries and public administrations.
