The activities of the four-day training course organized by the Ministry of Justice and the Higher Judicial Institute on “The Guide to Legislative Drafting” focused on applied and detailed studies of internal and external controls in the process of drafting legislation, the importance of the Guide to Legal Drafting, the explanatory note, the legislative impact of it, the rules for establishing the legal sentence and creating public authorities.

In a speech to him, Minister of Justice Judge Hisham Mohamed Mamdouh Al-Shaar explained that the guide is the first step towards the modern methodology in the arts of legal drafting and that the goal of the training program, which is the first in Syria, is to clarify the mechanism for applying this guide in a practical way so that each party prepares legislation in the best and optimal way to create a legislative system Integrated.

In turn, the dean of the Higher Institute for the Judiciary, Dr. Muhammad Tariq Al-Khan, stated that after setting the legislative drafting guide that includes the rules and procedures to be observed when preparing any legislative instrument, it became necessary to qualify and train legal cadres in ministries and public institutions so that these bodies are able to formulate their legislation in an optimal manner that meets the goal and goal Of legislation.

Al-Khan indicated that the target group of the deputy ministers for legal affairs and directors of legal affairs in all ministries was chosen according to the priorities of the work, indicating that the guide is a basic compass to consider exceptions to legislation and laws to unify the legislative system at the level of ministries and government work in general and to develop solid laws that cannot bear its texts Interpretation and interpretation of more than one meaning according to a clear methodology of work.

In his lecture, Judge Dr. Mahmoud Saleh focused on the science of drafting and legislation, its interpretation, discretion and exceptions to legislation, how to define the goal of the law when drafting it, measuring the legislative impact after its export and setting the reasons for the legislation.

The inauguration was attended by Minister of Administrative Development Dr. Salam Safaf, Minister of Information Imad Sarah, President of the Council of State Judge Abdel Nasser Al-Dhalli and a number of deputy ministers and legal directors in ministries and public administrations.
