In response to the epidemic of new coronavirus infection, the Chief Executive, Mrs Lam Cheng Yuet, continued to raise the emergency level to emergency under the "New Infectious Disease Preparation and Contingency Plan Important to Public Health" announced on January 25. A meeting of the steering committee and command center was held on the day. In view of the speed and severity of the epidemic, the Steering Committee and Command Center today (January 28) decided to further implement seven measures to prevent and control the epidemic, including reducing the flow of people between the Mainland and Hong Kong and between Hong Kong citizens To reduce the risk of transmission and spread in the community.

(1) Significantly reduce staff turnover between the Mainland and Hong Kong

In order to reduce the flow of personnel between the Mainland and Hong Kong, following the suspension of all inbound tour groups earlier, the Mainland will, at the request of the SAR Government, suspend the issuance of endorsements for personal travel to 49 cities in the Mainland. According to figures from December last year, individual travellers accounted for about 50% of mainland visitors to Hong Kong. This will significantly reduce the number of visitors to the Mainland.

In addition, the following transportation services and ports will be reduced or suspended:

(1) In terms of railways, all flights of the Hong Kong section of the high-speed rail and intercity trains will be suspended;

(2) In terms of air transport, Mainland flights will be reduced by about half;

(3) In terms of maritime transport, cross-border ferry services at all Chinese passenger terminals and Tuen Mun passenger terminal are suspended;

(4) In terms of cross-border land transportation, cross-boundary bus and shuttle bus services at Lok Ma Chau Control Point, Shenzhen Bay Port and Hong Kong Port of Hong Kong-Zhuhai-Macao Bridge (including Huanggang Port short-distance cross-border bus, Huangpa and Jinba) will decrease Shift

(5) In terms of ports, services will be suspended at West Kowloon Station, Hung Hom Station, China Ferry Terminal and Tuen Mun Ferry Terminal; passenger services at Sha Tau Kok and Man Kam To will also be suspended, but freight services will be maintained.

The above measures will take effect in the early morning of January 30, and only apply to passenger transportation until further notice.

In addition to reducing the flow of personnel between the Mainland and Hong Kong, the above measures have also allowed relevant departments to concentrate their manpower at some ports that continue to serve, thereby strengthening the health monitoring of tourists. At the same time, all mainland ports, including those in Shenzhen, have implemented departure temperature checks and health declarations. The SAR Government will strengthen the "joint defense and joint control" with the Mainland, including adding infrared temperature detection devices at Hong Kong ports to implement departure temperature detection.

(B) Hospital Authority charges

The current Hospital Authority's fee policy reflects the need for public health strategies to prevent patients with infectious diseases from avoiding testing due to high costs, allowing the virus to spread into the community and not charging related medical costs to "non-eligible persons", that is, non-Hong Kong residents; However, considering that Hong Kong is at a critical moment in the epidemic prevention, in order to avoid the incentives caused by the exemption of charges and make people who may be infected with the new coronavirus come to Hong Kong to seek medical services, the SAR Government has requested the Hospital Authority to revise its charging policy. The HA will charge all "non-eligible persons" related fees with immediate effect.

(3) To reduce the flow of people and contact in Hong Kong

The SAR Government calls on Hong Kong people to return to Hong Kong from the Mainland as soon as possible. Anyone returning to Hong Kong from the Mainland should, if conditions permit, stay at home within 14 days of returning to Hong Kong; if they need to go out, they should wear a mask within 14 days of returning to Hong Kong. Hong Kong people should not go to places where there is an epidemic.

The SAR Government calls on employers to flexibly deal with employees' work arrangements according to the needs of the organization's operations. Government departments have made special work arrangements. Except for those who provide emergency and necessary public services, government employees do not need to return to the office after the holidays, but stay at home to work. The arrangement is tentatively implemented until February 2. The government will review the situation at that time.

(4) Assist Hong Kong residents in Hubei

As of yesterday, the SAR Government had received 107 requests for help related to the new coronavirus epidemic, involving about 200 Hong Kong people in Hubei Province. As the public transportation in the relevant areas has been completely suspended, the SAR Government is discussing with the central government on how to arrange for Hong Kong people stranded in Hubei Province to return to Hong Kong under safe and practical conditions.

(5) Hubei residents in Hong Kong

Hubei residents have been unable to enter Hong Kong since yesterday (27th). Hubei residents who have already come to Hong Kong generally can only stay in Hong Kong for seven days. I believe that the number will gradually decrease. The SAR Government is reaching out to hotels through the hotel industry and the Tourism Development Bureau to contact travellers from Hubei. Students from Hubei are also contacted through tertiary institutions to follow up. The government also calls on Hong Kong residents who have been to Hubei in the past 14 days to call the CHP hotline 2125 1122 as soon as possible.

(6) Facilities of the quarantine center

To cope with the epidemic situation, the SAR Government will continue to select suitable places for quarantine center facilities or other purposes, but will not consider Huiming Village and other public housing villages that have not yet joined. If there are not enough quarantine center facilities and the epidemic is widely spread in the community, the SAR government may need to isolate the people at home.

(VII) Masks and supplies

In addition to providing contingency plans for various government departments and the Hospital Authority, such as masks, the SAR Government is concerned about the demand for masks by the public. In response to the current tight supply, the SAR government is conducting global procurement to ensure that there are enough items to respond to the outbreak. The SAR Government will also ensure that sufficient financial resources are available for epidemic prevention and control.

In addition to the above measures, the SAR government yesterday (January 27) has started to restrict residents of Hubei Province and anyone who has been to Hubei Province in the past 14 days to enter Hong Kong. The special government urges the public to pay attention to the announcements of relevant departments, and also hopes that the public will understand the inconvenience caused by these preventive measures.
