More than one in seven young people were "neither in education, nor in employment, nor in training" in France in 2018, that is 963,000 people, according to a Dares study published on Friday, which notes an over-representation of children of workers and employees.

Known by the English acronym “Neet” (Neither in Employment nor in Education or Training), this situation affected 12.9% of the 7.5 million young people aged 16 to 25 in 2018, according to service data. Ministry of Labor statistics. They are down 0.8 points compared to those of 2015 (13.7%), but then the Dares concentrated on the 15-29 year olds. The young Neet, "in difficulty but in various situations", are on average less qualified (only 22% have a diploma above the baccalaureate), live more often with their parents (65% live with at least one of the two parents) and have a disability more frequently than other young people.

The effect of the diploma "remains significant", insists the study, in the fact of entering this category. Among the youngest, the “gradual cessation of studies” explains the growing number of Neet, this going from 21,000 for young people aged 16 to 128,000 for those celebrating their 20th birthday. La Dares also specifies that women, as well as "young people with (...) health problems", "those born abroad or whose two parents are of foreign nationality" and "young people living without their parents Or with a child are more likely to become "Long-term Neet", that is, for more than a year. With a total of 57% of the total workforce, young people whose mothers are workers or employees are overrepresented compared to other socio-professional categories. Most of the inactive (excluding the unemployed) are not in the process of integration: only one in eight "actually searches" for a job. Among the main reasons given are "custody of the child (ren) or of a dependent person" and "the conviction of not (being able) to find a job".
