Almost 300 citizens informed Mayor Dietmar Gruchmann (SPD) about details of the communication zone and what the city of Garching has to and can do for its citizens - and what not.
Garching - It was important for Gruchmann to show how such a city budget is structured at all. “Many citizens are now talking about the fact that we have a budget of 120 million euros for the first time, which has been around 95 million in recent years. I have to explain that in detail, ”said Gruchmann. The administrative budget of 77 million euros is necessary for the operation of the city: personnel, schools, security and order, traffic, public institutions and more. "The expenses are clear at the beginning, they are gone without us being able to do much."

"43 million remain in the asset budget for investments," said Gruchmann. Of this amount, around 18 million will flow into the new “Communication Zone” district as extraordinary expenses, which are not incurred every year. In fact, only 25 million remained with which the city could really work. "A large part of it are compulsory tasks, for example for children or seniors - and our real leeway, that is the voluntary benefits." Of which playgrounds, adult education center, community center or a swimming pool should be built. "It must be clear to everyone that we cannot immediately fulfill all wishes, this is not arbitrary, but economic action." The visitors acknowledged this warning with applause.

Gruchmann emphasized that despite the planned apartments for 3000 people in the communication zone and 1000 on the Schleissheim canal, Garching will not be overrun. “It is a slow process of ten years. With the hard-won SoBoN quota of 25 percent, we are creating 108 discounted apartments of 70 square meters each in the communication zone of the 152,000 square meters of living space. ”
In addition, there would be 152 apartments with 75 square meters of living space each, which would correspond to two large building complexes. For the local model, the city has secured 180 apartments of 75 square meters each and 36 houses with 150 square meters. “In addition, 20 percent of the area of the city belongs, which we can also give cheaply for cooperative building or the local model. So there is enough affordable living space for all Garching residents, for which you can register now - without legal claim - ”said Gruchmann.

Unfortunately, the project could not be implemented as quickly as he hoped, only now would the substation be dismantled and the humus removed from the highway for the new PV system. "In 2021 construction roads, lines, pipes and geothermal energy will come and from 2022 the excavators for the houses will finally roll," the mayor promised.
Citizens' questions
Citizens' inquiries went flat out: Philipp Bauer demanded for Agenda 21 that the city should draw up plans for expanding renewable energies for the heat supply, since in his opinion only half of all private households can be connected. The request was accepted, as was that of Heinrich Haag to extend the two-hour limit on parking time in the urban area to after 8 p.m. Many soccer fans would use this legally from 5:31 p.m., which means that Garchingers who still wanted to shop would not find a parking space.
The request to convert the yellow bin into a gray one with a yellow lid was rejected, as was the general priority for cyclists throughout the city. Gruchmann did not even get treatment for an application to limit the influx of foreigners to Garching. "This is not in line with our constitution and, above all, not with my attitude," said Gruchmann with applause.
New in Garching: from Celts and bollards
Two points were important to the mayor: over 1,000 high-quality, archaeological finds from the Celtic period had been made on the area of the communication zone: graves, skeletons, fragments and much more. "This shows that Garching has always been attractive."
