The Council of Ministers held its weekly session today in Aleppo Governorate, to coincide with the victories of the Syrian Arab Army and restore security and stability to large areas of the governorate countryside, and in recognition of the importance of restoring Aleppo to its glory as an important economic, human, development and tourist center.

At its session, headed by Eng. Imad Khamis, Prime Minister, the council approved an integrated economic, service, and urban plan for Aleppo Governorate (Madinah and Reefa). The allocations allocated to the plan amounted to 145 billion pounds in all fields, so that it would complete the projects that were launched in the past three years to develop the province.

The economic development plan in the field of agriculture included expansion of projects for poultry and livestock, seed multiplication and re-work in the ICARDA project with a value of 10 billion pounds. In the industrial sector, the Council approved the ministry's plan to rehabilitate factories for tractors, batteries, yeast, dairy, and iron smelting furnaces at a cost of 8 billion pounds.

In the internal trade sector, the council approved the ministry’s plan to provide the requirements of the Syrian Grains Corporation, rehabilitate a silo, mill, and Tal Blat bakery and rehabilitate grain centers at a cost of 7 billion. In foreign trade, the council agreed to stimulate economic activity and support it in various sectors to improve indicators of economic conservation.

In the energy sector, the Council approved the Ministry of Oil's plan to gradually rehabilitate the tanks and increase the productivity and storage capacities of gas units at a cost of one billion pounds, and decided to increase the quantities of fuel allocated to the countryside and find a mechanism for distributing derivatives to citizens in the liberated areas pending being granted an e-services card, as well as the Ministry of Electricity's plan to improve the electrical reality Increasing energy in the industrial areas, maintaining two turbines at the thermal station, rehabilitating the 400 kVA line of Hama of Aleppo, rehabilitating 400 transforming centers, and restoring electricity to the industrial zone in Al-Zorba, Mansoura, and Lirmoun at a cost of 75 billion l Rh.

In the field of human development, the Council approved the Ministry of Education's plan to restore and rehabilitate 206 schools with a value of 5 billion. In higher education, the Council agreed to supply halls, terraces, and laboratories at the University of Aleppo and complete the construction of the College of Pharmacy and secure educational hospital equipment worth 1.5 billion pounds.

The Council also approved the Ministry of Information's plan to restore radio and television broadcasts in the liberated areas with a value of 1.5 billion pounds and in the field of culture, and agreed to complete the project to restore Aleppo Castle and secure museum requirements and organize festivals and cultural activities at a cost of 500 million pounds.

In the service plan, the council agreed to rehabilitate 19 health centers and improve the health situation at a value of 5.5 billion pounds. In the field of housing, the council approved the ministry’s plan to complete the restoration of housing units at a cost of one billion and 200 million pounds and the plan of the Ministry of Communications to rehabilitate some telephone centers and provide the Damascus-Aleppo International Road with national communications at a value 3 billion pounds and approved the plan of the Ministry of Justice to rehabilitate the courts and rebuild judicial complexes with a value of 500 million pounds and the plan of the Ministry of Local Administration to enhance the role of administrative units in development with a value of 10 billion pounds and was allocated 200 million pounds to enhance the development plan Administrative training and rehabilitation.

In the field of transportation, the council approved the ministry's plan to rehabilitate the road and rail transport projects with a value of 8 billion pounds, and agreed to complete the completion of the tourist professional school in Aleppo and rehabilitate the historic Khan Al-Shouneh building at a cost of 500 million pounds.

With regard to social affairs, the council agreed to restore rural development centers and units and social welfare institutes at a cost of 500 million pounds and in water resources, the council allocated 5 billion pounds to accomplish a number of irrigation projects according to the priorities imposed by agricultural development.

The Council approved the Ministry of the Interior's plan to secure the presence of police units in the liberated areas, rehabilitate the police school in Khan al-Asal and the central prison of Aleppo, and allocate an amount of 2 billion pounds to that.

The Council decided to provide facilities for industrialists who install production lines and imported machines for their facilities licensed to return the values ​​of fees paid after installing the machines and putting them into production.

The Council briefed the President of the City Council of Aleppo about the plan to accomplish the detailed plans for the general organizational plan for the city.

The Council discussed the extension of Law No. 4 of 2016, which includes exempting employers, especially in the liberated areas of Aleppo, who are subscribers to the Social Insurance Corporation from interest, fines, and additional sums incurred by them for an additional year, and a draft instrument to exempt raw materials for production whose customs fee is 1 percent of fees Customs duties and all other fees and additions in full.
