"We intend to create a system that will work for the benefit of the UK as a whole and prioritize the skills that people have to offer, not the geographical location from which they come," the document states. "We will reduce the scope of immigration to the UK and give the highest priority to the most talented and highly skilled."

226,000 migrants

The plan, if approved by Parliament during the year, would block some 70% of EU immigrants to the British Isle. Last year some 226,000 new immigrants entered the UK. However, 3.2 million EU citizens residing in the UK will be allowed to stay under the new plan and additional restrictions.

The Interior Ministry's proposal is based on "credits" granted to anyone applying for a work visa on the British Isle. The candidate will need to discover English-language skills and prove receipt of a job offer from a British employer. Applying for a job that requires high skills, especially in the high-tech, engineering and science fields, will greatly help the candidate.

Some UK business owners oppose the scheme by claiming that the British public has no supply of workers in low-earning industries, such as those offered in the restaurant, hotel and public transport industries. On the other hand, British Home Secretary Frit Patel, who conceived the plan, expressed confidence that business owners would be able to adapt to it: "We need to change the UK's economic focus on cheap European labor and concentrate on investment in technology and automation.
