Wuhan pneumonia spreads all over the world. The governments of Singapore and Hong Kong also faced the challenge of noise in the epidemic. On the 28th, they moved forward and backward, announcing salary cuts and donation measures for senior officials. Although the measures between the two places are only one word apart, their content and meaning are very different.

Singapore announced today (28th) that the Prime Minister, the President and all cabinet members will receive a month's pay reduction, members of parliament will also be cut by a month's allowances, and senior civil servants will be cut by half a month. (Profile picture)

Roughly speaking, there are at least four differences between the salary cuts of Singaporean officials and those of the Hong Kong Government's accountability management team:

(A) The scope is different. Among the salary reduction measures proposed by the Singapore government, the Prime Minister, the President and all cabinet members will receive a month's pay reduction, members of parliament will also be reduced by one month's allowances, and senior civil servants will be reduced by half a month. The scope of Hong Kong's salary donation only includes the Chief Executive, the Third Division, the Chief and Deputy Directors of the Thirteenth Bureau, the Chief Executive's Office, political assistants, and non-official members of the guild. As far as the scope of influence is concerned, the Singapore government's measures are wider.

(2) The "price" is different. The politically appointed officials in Hong Kong donate the entire monthly salary, rather than the simple reduction of salary as Singapore officials, which seems to be relatively "generous."

(3) Different approaches. The Singapore government will issue a special bonus equivalent to one month's salary to frontline civil servants fighting the epidemic. Therefore, the salary adjustment has a redistribution effect and will also help improve the morale of frontline civil servants. Donate to the Community Chest for anti-epidemic purposes.

(4) Different perceptions. The initiative of Singapore officials to reduce their salaries makes people feel that they are punishing themselves for poor response to the epidemic. It is accountable, and it also encourages frontline staff who are successful in fighting the epidemic. Donations from Hong Kong government officials are "proactively doing good deeds." Political skills seem to be better.
