The epidemic of new coronaviruses has continued to hit many industries, with grassroots lives being the first to bear the brunt. The Methodist Methodist Social Service previously collected opinions from mortuary tenants to understand their impact on the epidemic. The survey found that nearly 80% of the respondents' household expenditures increased, and 60% of the households engaged in construction decreased their income, and more than three adults were more unemployed. Lai Jianguo, a senior lecturer at the School of Social Sciences of the Caritas Institute of Technology, said that the government has limited support for the "epidemic and anti-epidemic fund." They suggested that the government should provide underemployment allowances and establish unemployment assistance to implement the payment of rent subsidies as soon as possible.

Methodist Ashley Social Services is conducting a "Questionnaire on Government's Assistance Measures in the Epidemic Situation" from March 4th to 13th to understand the economic status and impact of mortuary residents in the epidemic situation and collect Views of 235 mortuary residents on the "Epidemic and Anti-epidemic Fund" and the relief measures of the 2020 Budget. About 50% of the respondents in the survey became four-person mortuary families, with an average monthly income of 15,407 yuan. Nearly 60% of the respondents' economic pillars were engaged in the construction industry, and the rest were catering and transportation, accounting for 10.4% and 5.5%, respectively.

30% of construction households are unemployed

The survey found that more than 80% of the respondents said that household spending increased in February, mainly for the purchase of epidemic prevention supplies, children's school supplies, etc. Among them, 78.7% of household expenses exceeded 1,000 yuan. In addition, among the respondents in the transportation industry, 61.2% of the respondents said that their work and income have decreased, and nearly half of them have fallen by 7,000 yuan or more, and 34.9% have lost their jobs.

As for the "anti-epidemic and anti-epidemic fund" issued by the government and the subsidies proposed in the budget, nearly 20% and 50% of the respondents respectively did not benefit. Regarding the proposed measures, more than 80% agreed to implement underemployment allowances and unemployment assistance payments. Nearly 90% of adults agreed that the government should control the sale of epidemic prevention products such as masks.

Lai Jianguo scolds government subsidies

Lai Jianguo, a senior lecturer at the Caritas Institute of Social Sciences, said that the assistance and funding provided by the Hong Kong Government to employees and employers were inadequate, and not all grassroots funds could benefit. In addition, due to the high cost of anti-epidemic supplies and high rents, government subsidies are considered to be a sloppy salary.

They suggested that the government issue underemployment allowances and set up unemployment assistance, which can respond to economic pressure at the grassroots level and increase household purchasing power. In addition, they believe that the minimum working hours threshold for Tianjin and Tianjin for employment should be relaxed in a short period of time, and rent subsidies should be implemented and paid as soon as possible. In the long run, the government should set up unemployment insurance, set up a stable unemployment insurance system, and increase housing supply.
