Gmund - Before treasurer Georg Dorn explained the budget in detail, Mayor Alfons Besel (FWG) made it clear: "The key points of the budget were set out before the corona crisis, at a time when the extent could not yet be expected." The crisis is a disaster for business people and service providers, Besel warned, so the budget is very conservative and with a buffer. “To stop investing because of that would be wrong. We should look to the future, ”said the city hall manager. The present draft is serious and transparent, the efficiency of the community is given, according to Besel.

The 2020 budget was very complex and extensive, the treasurer noted. Extensive due to the total volume of 20.6 million euros (previous year 21.3 million euros), complex due to the fact that many projects spanned several years and were decided in 2019, but have not yet been tackled. When planning, unused funds had to be taken into account and so-called household expenditure remnants had to be formed.

Key data

The administrative budget for current income and expenditure is just under 15.6 million euros this year, around 700,000 euros more than in the previous year. The main pillars are trade tax revenue (4.8 million euros) and the municipal share of income tax (4.6 million euros). Because of Corona and Brexit, according to Dorn, trade tax, which has averaged EUR 6 million in the past five years, is lower this year. This is also a recommendation of the community day. Gmund had planned a buffer of 600,000 euros, said the treasurer. "Nevertheless, due to the dramatically changed economic conditions, the development of tax revenues is difficult to estimate." On the expenditure side, the district levy with 5.4 million euros and personnel costs of almost 4.4 million euros are the largest items. The budget is around 5 million euros.

Investments

Gmund plans to invest around four million euros this year, particularly in local development, traffic safety, local heating, family friendliness and municipal housing. These include the redesign of the kindergarten entrance area (a total of 270,000 euros) and the renovation of the roof terrace (a total of 275,000 euros), the expansion of the crèche (a total of 872,000 euros), the closing of the gap path (80,000 euros) and the redesign of the Open spaces on Tegernseer Straße (330,000 euros), planning costs for the station project (80,000 euros), traffic lights in Finsterwald (200,000 euros in total), crossing aids on Ringstrasse, Buchbergweg and in Kaltenbrunn (382,000 euros in total) New parking lot at the Moosrain train stop (509,000 euros in total), planning costs for the Moosrain flood protection (90,000 euros this year), the renovation of water pipes (170,000 euros), broadband expansion (275,000 euros) and wood chip heating on Hirschbergstrasse (670,000 Euro). In addition, 1.5 million euros are planned for property purchases. The municipality is anticipating grants for various projects amounting to around one million euros.

Reserves

At the end of this year, Gmund still had around four million euros on the high edge. However, because around 2.5 million euros are committed, this sum is only around 1.5 million euros.

Debts

To cover the investment sums and also in relation to the coming financial planning years, borrowing in the amount of two million euros is necessary. The debt level will thus increase to almost 8.5 million euros by the end of the year. So every citizen stands in the chalk with 1382 euros.

Investments in the amount of 7.3 million euros will come to the municipality by 2023, the treasurer explained. "However, values ​​will be created and invested in the future of Gmund and the citizen." By 2023, Dorn will assume 8.1 million debts out. The reserves will melt to 430,000 euros. "Overall, the financial situation can still be described as solid," said Dorn, who, however, warned of "moderate budgets". Before the budget was passed unanimously, city councilor Besel emphasized the high levy with which Gmund was at the head of the district because of his tax power. Michael Huber (SPD) suggested an interim balance because of the probably falling trade tax.
