Deconfinement: what trips will be authorized from May 11?

The cards will be reshuffled from May 11, the start of deconfinement. A date confirmed this Tuesday by Prime Minister Edouard Philippe, who unveiled the terms of the plan implemented by the executive. And which records many changes to come in the daily life of the French.

End of certificates for daily trips

This is obviously the most important measure in terms of their movement. The French will no longer need a certificate to justify their daily outings.

Until now, they could only go out to buy basic necessities, for health reasons, for short trips within a radius of one kilometer maximum or to work. This will no longer be the case, thanks to the reopening of businesses that have decided to resume their activity, as well as that - progressive - of educational establishments.

Freedom within a radius of 100 kilometers

This "freedom" found does not, however, apply to all trips by French people. Because the Prime Minister was very clear: travel more than 100 kilometers from home will be prohibited.

This point has been debated for the past two weeks. The track was launched by Édouard Philippe during his hearing at the National Assembly. "It is therefore probable that we are not heading towards a general and absolute deconfinement everywhere and for everyone", he had explained, opening the way to a limitation of interregional movements.

The scale of this limitation was finally further reduced. The Prime Minister clarified that this device will imply legislative modifications, as soon as the state of health emergency regime ends.

What will be the reasons for these "long trips"?

“Regarding interregional or interdepartmental travel, […] we want to reduce these trips to only professional or family reasons, for obvious reasons of limiting the circulation of the virus, explained Edouard Philippe this Tuesday afternoon. It will again be possible to move freely, without certification, except, as I said, for trips more than 100 kilometers from home which will only be possible for compelling reasons, family or professional. "

All French people who will have to move beyond this limit, whether to see a loved one needing assistance, or for a business trip, will therefore have to be able to provide a justification, which we do not know at this stage. that little.

Uncertainty linked to the evolution of the epidemic

The fact remains that these rules are only valid at the moment T. Because the Prime Minister has been very clear: "If the indicators are not there, we will not deconfinate on May 11, or we will more strictly ”. A precaution which could therefore largely modify the rules presented above.

Another element could come to limit the displacements of the French according to their place of residence: the adaptation of the containment measures according to the circulation of the virus. Édouard Philippe reminded us that this one is today very heterogeneous, with territories much more affected than others.

Because of these territorial disparities, the Directorate General of Health and Public Health France "have established three sets of criteria to identify the departments where containment must take a more strict form," said the Prime Minister. To know :

  • The rate of cases in the population over a period of seven days
  • Regional hospital capacities in intensive care
  • The degree of preparation of the local testing system and detection of contamination chains

These criteria will make it possible to classify the French departments next May 7 according to the level of circulation of the virus, with a red category for a strong circulation of the virus, and a green color for a weak circulation. The degree of confinement can then be adapted accordingly, in ways that are still unclear. But which could, as it stands, possibly concern the movements of the French.
