Berlin (dpa) - The CDU / CSU parliamentary group wants to combine the planned increase in EU climate protection targets with a redistribution of the CO2 quantities, which member states must save.

From the point of view of critics, the parliamentary group is thus imposing a difficult condition to meet - and is putting a brake on Chancellor Angela Merkel (CDU), who had spoken out in favor of a much more ambitious goal.

"An increase in the EU climate target for 2030 without changing the existing burden distribution would mean a significant increase in the German climate target for 2030," says a paper that the parliamentary group wanted to decide on Tuesday. The increase therefore presupposes "that the burdens are distributed fairly within the European Union". The other countries would have to contribute to climate protection "with comparable efforts".

Until now, greenhouse gas emissions are said to be 40 percent lower than in 1990 by 2030. The EU Commission wants to target 50 to 55 percent. The Union sees this in its paper as "far-reaching target tightening". In addition, she advocates that countries may also count climate protection measures in countries outside the EU - for example, if Germany finances the protection of rainforests in the Amazon.

Germany already has a 55 percent target for 2030, which is also the basis for the climate package of the black-red coalition. It corresponds to the EU's 40 percent target, because the wealth of the member states determines how much they have to contribute - and Germany has a comparatively high gross domestic product (GDP) per capita. How exactly the target increase is to be achieved in the EU is still open, and thus what that would mean for the individual states according to today's distribution key.

Group vice-president Georg Nüßlein (CSU) said that he saw no dissent between the Union and the Chancellor, it was a "guidance" for the government - a guide. He was not a "fan of constant target competitions" if the way to the goals was not clear. The target increase was supported "on the clear premise that the burden sharing changes". Group vice-president Andreas Jung said there were "no compromises on the climate package".

The coalition partner reacted with criticism. "The Union faction must quickly clarify whether it stands behind the Chancellor or wants to slow down ambitious climate protection," said SPD parliamentary group representative Matthias Miersch of the dpa. "Instead of formulating innovative ideas for a strong business location, the Union's group wants to move climate protection abroad." The Union primarily places on the market without considering investments and regulatory law. In addition, the topic of expanding renewable energies is missing.

Green party leader Anton Hofreiter accused the CDU and CSU of wanting to undermine an increase in EU climate targets. The Union knew that changing the so-called burden sharing in climate protection - that is, the proportion of states - would not work.
