The Covid-19 has just made a new victim in the political world. The deputy LR of the XVIth district of Paris Claude Goasguen died Thursday. Elected to the Paris Council since 1983, mayor of the 16th arrondissement from 2008 to 2017, this figure of the parliamentary right had been under medical surveillance since March. He was one of the first politicians to catch the virus.

Claude Goasguen was above all a liberal, in the political and economic sense of the term. Coming from the UDF, he joined Chirac in Paris and then built his political career on his mandates in the capital. In 2002, he joined the UMP, representing the liberal movement in the team he formed with the centrist Jacques Barrot and the Gaullist Bernard Accoyer.

If the Minister of the Interior at the time Manuel Valls had accused Claude Goasguen of having been a member of the Western movement, close to the far right, when he was a student, the Parisian elected official had always denied it . "I was not a member of the West, I never belonged to an extreme right movement , " retorted, in the corridors of the National Assembly, Claude Goasguen, in September 2016.

A lawyer, he was one of the last speakers in the Assembly. He regularly defended the cause of Israel, vehemently and against all odds. He was also very mobilized on questions of law and procedure, recognized for its relevance.

If he had never left Les Républicains, he had been very shaken by the election of Emmanuel Macron in 2017. When Edouard Philippe took office, without betraying LR, he had shown his support for the Prime Minister. He was one of the few established LR deputies to have survived the macronist wave that had proved very powerful in ridings like his, the 16th arrondissement.

Jacob salutes " a very great voice of the Assembly "

As a former group president, Christian Jacob had worked a lot with Claude Goasguen. I have known him since always, almost 25 years, from my first days in the Assembly. He was a tireless political fighter, a great jurist, an outstanding speaker. He was a great voice of the Assembly, "greeted the President of the Republicans, emphasizing the qualities of a man built" for the oratory contest ".

Jacob remembers a liberal from the UDF who was " very loyal " to Jacques Chirac at the town hall of Paris. Besides, Chirac nicknamed him " Il Magnifico ", in reference to his status as rector of the academy, thus appointed in Italy. The ex-minister distinguished himself in particular in debates on justice and in general on all the texts where the polemicist could give voice. " He lived in the Assembly and we have recently seen how his role was decisive in the municipal campaign of Rachida Dati, especially in the 16th arrondissement, " said the deputy for Seine-et-Marne, moved by mentioning " a turning page "and the disappearance of an" energy "who was a member of the LR political bureau and who had signed an" excellent report "on state medical aid. " When he put himself on a subject, he made reference, " concludes Jacob.

" A free man "

As chairman of the LR group, Damien Abad expressed an emotion shared by the deputies. It is a great sadness. He was an important figure, a free man, very committed and an assertive temperament full of convictions and frankness. He was very attached to liberties. It is a great sadness for us and a great loss too, ”insists the parliamentarian. According to Abad, Goasguen often intervened in group meetings where he was respected. He evokes a particular affection of the deputy of Paris for the military questions, of foreign policy and in particular for Israel.

In the Senate, Bruno Retailleau was not close to Claude Goasguen but the president of the senators LR shared with him the same interest for the Christians of the East, knowing that he chaired a group of support for the Assembly as does Retailleau in the Senate.

For the former president of the National Assembly Bernard Accoyer, Claude Goasguen was also a "warm boy with strong ideas. A nice friend. He loved the good and good life, " recalls the former interim president of the Republicans who had had him as vice-president in the Assembly. "It was very pleasant to work with him because he was an intelligent and humorous type," adds Bernard Accoyer.

Rachida Dati: "I have always admired her commitment"

At the Paris Council, the messages of sympathy were numerous. Rachida Dati, candidate for mayor of Paris, said she was "upset" by the news. Within the framework of the municipal ones, Goasguen had ended up rallying its campaign after a series of muscular exchanges, whereas the Parisian right was divided on the question of the nomination. Finally, the elected officials had chosen to bury the hatchet and Dati had appointed him a political adviser.

Thursday, the mayor of the 7th arrondissement greeted a "history buff, man of courage, values and conviction" and an elected "temperament" . “I have always admired his commitment to serving Paris and Parisians. (...) I will never forget that he was among the first elected Parisians to trust me, in my project for Paris, ” said Rachida Dati.

Florence Berthout, mayor of the 5th arrondissement of Paris, regretted the death of a "colleague" and "friend" , saying that the Coronavirus had "taken away an extraordinary personality" . Danièle Giazzi, current mayor of the 16th arrondissement deplored a "huge loss for France and for Paris" . If she recognized "ups and downs" in her political relations with Claude Goasguen, especially during these last municipal elections, the elected official confessed her sadness. "I mourn 25 years of an exciting collaboration", she wrote while announcing the installation of a guest book was in the hall of the town hall of the 16th, "in the respect of the barrier gestures".

For his part, on behalf of the UDI-MoDem group, President Eric Azière described Claude Goasguen as a “brother” . "He is one of those politicians who have always made reality and the strength of human relations prevail over political affinities ," he said.

Finally, the mayor of Paris Anne Hidalgo, expressed her “immense sadness” despite often opposite political approaches. “We rarely agreed, but I had deep respect for him. I liked his humor and his strong personality, ” said the elected socialist.
