June kicked off and the first business day of the new country-wide movement permit arrived, which began to take effect from this Saturday in the midst of the coronavirus pandemic. That is why, from this Monday, the controls began to be more rigorous , especially at the entrances to the City. And although long lines of cars were seen again, the vast majority complied with the new regulations.

Members of the national, provincial and City of Buenos Aires security forces carried out controls on motorists and bus passengers.

In a tour carried out by Clarín,  it was verified that the controls were rigorous. Unlike what happened on Saturday, which many were not clear about the scope of the Unique Enabling Certificate for Traffic (CUHC), this time almost everyone had the papers in order.

On Avenida Miter, before going up to the Pueyrredón Bridge, which connects Avellaneda with Barracas, the operation was in charge of the Prefecture. Due to the delay of the controls in the morning rush hour, until 10:30 there were between 4 or 5 blocks of queue to cross the checkpoint.

"At the moment everything is very calm. Everyone has the CuidAr application and the new certificate," an agent linked to the operation told Clarín. In Province this application is mandatory and through it the form can be completed to get the CUHC. It can also be done at www.argentina.gob.ar/circular.

About 15 officers were in charge of the controls. In the first sector, all cars were stopped and, later, all motorcycles. In addition to controlling, the troops indicated, if necessary, how to download the Caring application , as happened with a driver who did not have it on his phone, although he did have a printed permit.

With the reversal of the easing of some items in the Buenos Aires Metropolitan Area (AMBA), the agent said: "The number of cars dropped a lot . Before, we had long lines until approximately 1:00 pm. Now at 10:30 am, everything is ready calmer, flows more. "

A different panorama was lived on Hipólito Yrigoyen Avenue (former Pavón) to go up to the Pueyrredón bridge. There, minutes after 11 o'clock there was still a row of 7 blocks and gestures of annoyance were present in the motorists while they waited to present the documentation to members of the Federal Police.

One of them was Matías (36), who lives a few meters away and has to move to the pharmacy where he works, in Barracas. "I understood that the number of cars was going to drop, but you see this and you don't understand anything. I have been standing for more than 25 minutes , " he told this newspaper.

And he added: "The CuidAr application had it from before it was mandatory, so I did not have to download it. The permission was renewed when they asked for it and it is quite simple. Now we are only supposed to circulate those that we are excepted."

At another of the entrances to the City, the Alsina bridge, which connects Lanús with Pompeii, at 11.50 the line was no more than two or three cars. Relieved, one of the members of the operation organized by the City Police told Clarín : "Today was a disaster. A line of more than two kilometers formed. Now it has normalized, because it is later. But we are very few working". As detailed, "seven policemen, eight prevention officers, six motor police officers and two traffic officers participated in the control."

In general, as in the other accesses, the permits were complied with. Although the woman asserted that "only two or three passengers from a bus that did not have the documentation were issued an act . Later, nothing serious."

The circulation permit that lasted until last Friday was no longer valid on Saturday and users had to update it to move. According to official sources, more than five million people completed the online process to be enabled and circulate. As of Friday there were 9 million people on leave.

According to official data, in the Digital Ring that controls income to the City, a circulation of 52 thousand vehicles was registered until 10:00, a decrease of 11% compared to Monday the 18th (the past was a holiday) and 50% if it was He compares it to March 16, prior to the start of social isolation.

As for discharges there were 389 thousand, which means 8% less than on Monday 18. It is 46% of the usual volume that circulated before quarantine.

The sensors that the Secretary of Transportation has in the main avenues of Buenos Aires accounted for 35,000, the same amount as two weeks ago. As for congestion, it was down 29% compared to Monday 18, according to international consultancy TomTom.
