Partial unemployment, PES, subsidized contracts, job offers ... The impact of the crisis on the labor market is still as violent

More than 13 million prior requests for authorization to partially activate have been identified since the start of the crisis. Half of the private sector employees were placed there in April.


If the health crisis seems to end, the economic and social one, on the other hand, has only just begun and each week that passes since the deconfinement on May 11 demonstrates this. Proof is this Wednesday with the publication by Dares, the statistical service of the Ministry of Labor, weekly data related to the labor market in France. More and more apocalyptic data which clearly demonstrate the extent and the violence of the blast suffered.

As of June 1, no less than 1.366 million requests for prior authorization for partial activity have been made by 1.05 million companies since the start of the crisis. As a result, in just under three months, some 13.1 million workers were affected by a partial unemployment claim, or 300,000 more in one week . A new increase bringing to 5.7 billion hours of unemployed hours requested since the start of the crisis (100,000 more in one week), or 432 hours of unemployed hours requested on average per employee , the equivalent of more than 12 weeks at 35 weekly hours .

Half of private sector workers placed on partial unemployment in April

It turns out, moreover, that not all companies are equal in the face of partial unemployment with a logical bonus to the largest companies better equipped to face the crisis. According to Dares data, 46% of employees who have been the subject of a partial activity request since March 1, thus work in companies with less than 50 employees . Conversely, those working in companies with 250 or more employees represent 34% of employees in partial activity. Three sectors continue to concentrate around 50% of requests for prior authorization, staff concerned and non-working hours requested since March 1: Specialized, scientific and technical service activities and administrative and support services (20.1%); Commerce (16%) and Construction (11%). Finally, the Île-de-France and Auvergne-Rhône-Alpes regions still accumulate a little more than a third of the files submitted , the staff concerned and the non-working hours requested since March 1.

Although the number of requests received may still evolve, we have a fairly precise idea of ​​the situation in April, the only full month of total confinement: 1.01 million requests made by 886,000 companies for 6 million employees , or half of private employees who were placed in partial activity for the whole month. Never seen!

Restructuring procedures, meanwhile, are accelerating despite government efforts to contain them. At the end of May, the weekly number of job safeguard plans for the first time exceeded its level at the beginning of March, with 15 PES recorded (compared to 11 during the first week of March) and a number of planned job cuts (5,530 in total) as part of a PES which more than doubled compared to the beginning of March. 993 “small” collective redundancies have also been initiated since the beginning of March. In nine out of ten cases, these were layoffs of less than 10 employees , targeted in construction (22%) , trade and repair of automobiles (19%) and manufacturing industry (15%) .

On subsidized contracts, it is always as much the bérézina. From March 16 to May 31, the cumulative number of entries in the skills job journey (PEC) fell by 69% compared to this same period in 2019, with only 200 entries recorded the last week of May. Ditto for franc jobs where the requests for aid sent to Pole Emploi fell by 75% after the first four weeks of confinement, to less than 200 over 8 days in mid-May.

Finally, concerning the job offers available, the number of online classifieds from 25 to 31 May is 78% of the pre-containment level , according to a panel of 15 sites monitored by Dares. If the number of offers remained stable compared to the previous week for the building and public works, industrial engineering, IT, research, commerce, banking and insurance, it is down for all other trades.
