California State Governor Gavin Newsom instructed that the technique of strangulation during the execution of arrests be implemented in local police exercises, noting that this practice endangers the life of the detainee.

"Training police to use the method of strangulation during detention endangers human life ... such technologies have no place in the police in the twenty-first century," Associated Press quoted Newsom as saying.

Newsom also announced his intention to enact laws regulating police behavior and use of force during mass protests, noting that protesters have the right to peaceful protest without fear of arrest and that the police will use against them tear gas or rubber bullets.

Violent confrontations erupted between American protesters and police during a demonstration in Minneapolis, Minnesota, to protest the killing of an African-American man when he was arrested by the police.

There was widespread anger in the United States after a video clip circulated showing the man screaming and crying, saying repeatedly before his death: "I cannot breathe" while a police officer presses his knee on his back and neck in an attempt to secure him to the ground until he suffocates and dead.
