The 58-year-old man was issued a mandatory quarantine order earlier, stipulating that he must undergo mandatory quarantine at home for 14 days. Before the quarantine order had expired, he left his quarantine site without reasonable excuse and without permission from authorized personnel, and was intercepted by the staff of the Immigration Department at the Shenzhen Bay Control Point on March 21. He was accused of violating Articles 8(1) and 8(5) of the Regulations and was sentenced to four weeks' imprisonment in Sha Tin Magistrates' Court today.


A spokesman for the Department of Health stated that the sentencing could give the community a very clear message, noting that violations of compulsory quarantine orders are criminal offences, and the government will not tolerate those who violate quarantine orders.

According to the "Regulations", all persons who have stayed in the Mainland, Macau and Taiwan during the 14 days prior to their arrival in Hong Kong, except for exempt persons, must undergo 14 days of mandatory quarantine regardless of nationality and travel documents. In addition, according to the Compulsory Quarantine Regulations for Persons Arriving in Hong Kong (Chapter 599E), from March 19th, all persons arriving from outside China must also undergo 14 days of compulsory quarantine. Violation of the compulsory quarantine order constitutes a criminal offence, and the offender may be fined up to 25,000 yuan and imprisoned for six months. The Department of Health solemnly reminds persons subject to compulsory quarantine to comply with the above-mentioned statutory requirements for 14 days of compulsory quarantine.
