The Government published the decree that extends the quarantine: the difference between isolation and social distancing

The Government published Decree 520/2020 on Monday that extends social, preventive and compulsory isolation until June 28  due to the coronavirus in the Buenos Aires Metropolitan Area (AMBA), which includes the federal capital and 40 Buenos Aires parties, and in San Fernando (Chaco); Bariloche and General Roca (Río Negro); Rawson (Chubut) and Gran Córdoba.

The resolution, issued in the Official Gazette, also establishes the social, preventive and mandatory distancing measure for the rest of the country , including 18 entire provinces.

As President Alberto Fernández explained in his last press conference, the difference between isolation and distancing is that in the first, each person must stay at home and only have to go out to make basic purchases, except for those who work in excepted activities. and essential.

Instead, distancing allows people to circulate, work and carry out their activities as long as they comply with the following protocol: they can circulate only within their party, keeping a distance of two meters, use face masks in shared spaces, assiduously sanitize their hands, cough in the elbow crease, disinfect the surfaces, ventilate the environments and strictly comply with the activity protocols and the recommendations and instructions of the provincial and national health authorities.

Social, preventive and compulsory distancing

The decree establishes that the areas that enter this new stage must positively verify the following epidemiological and health parameters:

- The health system must have sufficient and adequate capacity to respond to health demand.

- The urban agglomerate, department or party must not be defined by the national health authority as those that have “community transmission” of the SARS-CoV-2 virus.

- That the doubling time of confirmed cases of COVID-19 is not less than 15 days . It will not be necessary to complete this requirement if, due to the low or no number of cases, the aforementioned calculation cannot be made.

- Only economic, industrial, commercial or service activities may be carried out , as long as they have an operating protocol approved by the provincial health authority. In closed places you can only work at 50% of physical capacity.

- Only sports, artistic and social activities may be carried out , as long as the rules of conduct are complied with and as long as they do not involve more than ten people.

In addition, activities that involve more than 10 people or that do not allow keeping the distance of 2 meters are still prohibited. Neither can theaters, cinemas, clubs, cultural centers, interurban, inter-jurisdictional and international transport (with the exception of essential ones) return.

Local and national authorities are also expected to negotiate protocols and modalities for the return of face-to-face classes.

At the same time, the decree extends the closure of borders for foreigners not resident in Argentina and the extension of complementary regulations.

Social, preventive and compulsory isolation

At this stage , the guidelines for quarantine are maintained. The provincial authorities and the Head of Government of the Autonomous City of Buenos Aires may request the national Government to authorize new industrial, service, commercial, sports or recreational activities.

Exceptions will only be authorized if the employer guarantees the transfer of the workers, without the use of the public service of transport of passengers of buses, trains and subways.

On the other hand, the prohibition on the following activities remains : teaching of face-to-face classes at all levels and in all modalities; public and private events; shopping malls, cinemas, theaters, libraries, museums, restaurants, bars, gyms, clubs or any public or private space that involves the attendance of people; public service of intercity, inter-jurisdictional and international passenger transport, and tourism.
