Four years ago, a group of four people approached the High Court asking who the natural resources belong to. The four, residents of the city of Beit Shean, thought that their environmental issues would be with them. What disturbed them was the intolerable behavior of Kibbutz Nir David, the neighbor. Overpowered a spectacular river - the Hassi River (toil), which flows from the three gardens to the kibbutz area - and just did not let them in. Facing the residents of Beit Shean, the JNF, the Ministry of Environmental Protection and the regional council, joined together to protect the interests of 300 families only. The residents of Beit She'an, and the rest of the population, are supposed to settle for 150 meters of the river that is not in the kibbutz area. So the High Court ruled, and even that did not materialize. Why? Because at Nir David, we insist that we pay.

The kibbutz secretary told my father a colleague from News 13 that you can't let people into the stream because they are "shit" (quote). But if you have $ 1,200 to pay him for a room there, he'll hand you toilet paper. "It's a private property for 300 households," he added. I want us to pause for a second on the pair of "Private Property", which is said twice. 

I'm also going to reveal to you a professional secret: Many times when a person talks about an uncomfortable subject, he will switch to another language. If his native language is Hebrew, he will switch to English. And it is clearly inconvenient for Nir David's friends, because the old kibbutz, the glory of the socialist movement, is no longer interested in distributive justice. And they also know that the story is not just the Hassi River, but in fact the story of the cities struggling against the regional councils that are strangling them, and enjoying the support of much larger bodies that give them back. 

The map of the area will show you how the Spring Valley Regional Council covers a quarter of a million acres, compared to its neighboring Beit She'an, whose population is larger but only 7,500 acres. Budget tables will show you that while a child in Beit She'an is budgeted for NIS 4,251 a year in the school's education system, a resident of the council is NIS 14,299. It's not just the land, and it's not just the creek. This is our ability to give our children a better future, a better education, and in the case of the kibbutzim, this package also has a white apartment that goes on and sometimes a grandchild goes on. And sometimes even a private stream, namely "Private Property." 

Legal processes take years, and afterwards, as we saw in Nir David's case, no one stands with Stopper to implement the ruling. This is your time to wake up, urban, you have power. Your property taxes fund the infrastructure and lighting and maintenance of the services that kibbutzim also consume. If you do not enter the "stream", they do not enter your city. How's the feeling? No more mail, no sick funds, no banks. Maybe worth a try; You have the power, even if you don't have 40 springs. And whoever's not good at it will drink the water of the Hassi River.
