Proposed land for housing and school development and proposed traffic improvement works (District Council Papers)

The Planning Department's Sha Tin, Tai Po and North District Planning Offices, and the Civil Engineering and Development Department's Housing Engineering Section submitted documents to the Sha Tin District Council Development and Housing Committee to propose amendments to the Ma On Shan Outline Zoning Plan. According to the document, in order to increase the supply of land and respond to the demand for public housing, the Land Development Department assessed the feasibility of developing housing in the “green belt” of Ma On Shan in 2015. As a result, it proposed that 7 pieces of government land could be used for public and private housing, primary schools and water facilities It can provide about 6,180 public housing units and about 1,040 private units, which can accommodate about 20,430 people.

According to the consultant’s research, the document states that although the land is located in “green land”, it does not include sites that are deemed to be of conservation value; most cultural heritage can also be unaffected through engineering design and implementation of mitigation measures .

Based on the results of the study, the document refers to the proposed amendments to the Ma On Shan OZP including the land to be located east and west of Zhangmutou Village and a piece of land located in the lower section of Ma On Shan Village Road (areas of approximately 1.46 hectares, 1.38 hectares and 2.26 hectares respectively) ), rezoned from "Green Belt" to "Residential (Group A) 11" zone, the highest plot ratio is 6.8 times, the three plots can provide about 1,820, 1,660 and 2,700 public housing units respectively, with an estimated population of about 17,310 people.

In addition, the 2.73-hectare "green zone" on the upper part of Ma On Shan Village will be rezoned into a "Residential (Group B) 6" zone with a maximum plot ratio of 3.6 times and the building height limited to 250 meters above the main level. Provide about 1,040 private housing units with an estimated population of about 3,120 people; and attach a residential care home with 150 places.
