On June 30, the Standing Committee of the National People's Congress passed the National Security Law of the Minato District by unanimous vote and incorporated it into Annex III of the Basic Law. The Hong Kong Government officially gazetted the National Security Act of the Minato City. The legislation officially came into force and implemented in Hong Kong.

The Chief Executive, Lin Zheng Yue'e, issued a statement after the legislation was incorporated in Annex III to welcome the fact that the "Minato City National Security Law" will take effect later today. The SAR Government will complete the required gazette publication procedures as soon as possible, so that the "Minato City National Security Law" will be implemented in Hong Kong simultaneously. Lin Zhengyue said that after being confident of implementing the "National Security Act of the Minato District", the social unrest that has plagued the public for the past year can subside and the situation has stabilized. Hong Kong can start again, focusing on economic development and improving people's livelihood.

The government gazette stated that the specific situation refers to one of the following three situations proposed by the SAR Government or the Central National Security Agency (Hong Kong Special Administrative Region) and reported to the Central People's Government for approval:

  (1) The case involves foreign or The complicated situation of the intervention of foreign forces, the jurisdiction of the Hong Kong Special Administrative Region is indeed difficult;

  (2) The serious situation that the Hong Kong Special Administrative Region Government cannot effectively implement the "National Security Law of the Port Area";

  (3) The situation where the national security is facing a major practical threat.

  Under the circumstances described above, the National Security Office in Hong Kong will exercise jurisdiction over criminal cases as prescribed in the National Security Law of the Port Area.

  Apart from handling crimes against national security under very special circumstances, the National Security Office in Hong Kong will be responsible for supervision, guidance, coordination, and support for the Hong Kong SAR to perform its duties of maintaining national security, including analyzing the situation and sharing information. The National Security Law of the Port District clearly stipulates that the personnel of the Public Office must abide by the national laws and the laws of the Hong Kong Special Administrative Region and accept the supervision of the national supervisory authority. The expenses of the public office shall be borne by the central government.
