The Standing Committee of the National People's Congress passed the National Security Act of the Minato City today (30th). The Chief Executive, Lin Zhengyue, issued a statement welcoming the "National Security Act of the Minato City" to take effect later today. The SAR Government will complete the required gazette publication procedures as soon as possible, so that the "Minato City National Security Law" will be implemented in Hong Kong simultaneously. Lin Zhengyue said that after being confident of implementing the "National Security Act of the Minato District", the social unrest that has plagued the public for the past year can subside and the situation has stabilized. Hong Kong can start again, focusing on economic development and improving people's livelihood.

The statement emphasized that the Hong Kong Special Administrative Region is an inseparable part of the People’s Republic of China, and safeguarding national sovereignty, security and development interests is the constitutional responsibility of the Hong Kong Special Administrative Region and is closely related to the people of Hong Kong. In view of the increasingly prominent national security risks faced by the Hong Kong Special Administrative Region, it is necessary and urgent for the central government to formulate laws on the national security of the Hong Kong Special Administrative Region to maintain national security at the national level to plug Hong Kong’s loopholes in national security. She described that the current legislation is an important step in improving the "one country, two systems" system and can also restore stability to Hong Kong society at an early date.

The statement also pointed out that the Hong Kong Government will establish the National Security Committee with the Chief Executive as the chairman as soon as possible in accordance with the provisions of the "National Security Act of the Minato City"; the Police Service and the Department of Justice will set up full-time departments to be responsible for the implementation of the Legal provisions.

Lin Zhengyue expressed his heartfelt thanks to the Standing Committee of the National People's Congress in the process of drafting the law, listening to the views of the SAR Government and various sectors of Hong Kong society, and taking into account the specific situation of Hong Kong. She is confident that after the implementation of the National Security Law of the Minato District, the social unrest that has plagued the public for the past year can subside and the situation has stabilized.
