For six decades, the subject has been an inexhaustible mine for constitutional experts and journalists: what articulation between the President of the Republic and the Prime Minister? As the hour of choice - or the announcement of the choice - approaches for Emmanuel Macron, the question is less who he wants to appoint to Matignon than the role he intends to give the head of government.

The head of state has two intentions which may seem contradictory. The first is that to get the country going again, it is better to "share the responsibilities" ; the second is that, always to get the country going again, short circuits are needed between decision-making and execution. The first intention could lead to a Prime Minister with reinforced authority; the second incites to make it a simple executor of the presidential will. And if the president's words push in the first direction, his temperament guides him towards the second.
