Nie Dequan, director of the Civil Service Bureau, said on his Facebook page that the National People's Congress Standing Committee passed the National Security Law of the Hong Kong District by unanimous vote, which is to fill the loopholes in national security laws. In particular, he mentioned that in the past, there have been concerns and doubts about legislation in the society. Some people even questioned whether there is no "one country, two systems" in Hong Kong if there is a national security law. He said that "one country, two systems" is to safeguard the unity and territorial integrity of the country and to maintain Hong Kong's prosperity and stability. At the national level, a national security law for the port area will be enacted to ensure the sovereignty, security, and development of the country, and the "one country, two systems" will be more consolidated and the room for development will be greater. Therefore, the "Law Area Maintenance of National Security Law" is the key to the stability of "One Country, Two Systems", and will establish an important foundation for the future development of the SAR, the prosperity and stability of Hong Kong, and long-term stability.

He continued that Hong Kong is facing many challenges, large and small, and there are many problems to be solved in politics, economy, society and people's livelihood. He hoped that all civil servants would perform their duties in different positions and do their utmost to unite and support the Chief Executive and the SAR government. In addition to implementing the National Security Law of the Hong Kong District, we must continue to work hard for the future development of Hong Kong in order to enable the public to live and work in peace and contentment.
