The Canadian government announced on July 3 that in response to China's implementation of the Hong Kong version of the National Security Law, the Ottawa government decided to take action to express its worries about the situation in Hong Kong.

Foreign Minister François-Philippe Champagne said in a statement that Canada and the international community stood on the same front and expressed concerns about the adoption of the National Security Law of the Hong Kong District by the Standing Committee of the National People's Congress of China, saying that the law had not been consulted by Hong Kong legislation, Judicial institutions or people pass secretly, in violation of international agreements.

He believes that the incident reflects Beijing’s disregard for Hong Kong’s Basic Law and its commitment to a high degree of autonomy under the "One China, Two Systems" commitment. Shang Pengfei pointed out that Hong Kong’s status as an international hub is based on a high degree of autonomy. Without it, Canada can only reassess the existing agreements with the local government.

Shang Pengfei announced that from now on, Canada will treat the export of sensitive materials to Hong Kong as no different from China, and at the same time prohibit the export of sensitive military supplies to Hong Kong. The Ottawa government will also suspend the Canada-Hong Kong Extradition Treaty.

He said that the Canadian government will continue to protect global human rights and the rule of law with its international partners, stand on the same line with the people of Hong Kong, and will always support meaningful exchanges between the two places.
