Canada announced the cessation of the implementation of the extradition treaty with Hong Kong, and banned the export of sensitive military items, in response to Beijing’s implementation of the National Security Act of the Port Area. Prime Minister Trudeau (Justin Trudeau) announced the relevant measures on July 3, and said that he would study and modify the immigration policy, but did not disclose details.

Trudeau said that Canada and the international community have expressed serious concern about Beijing's adoption of the "National Security Act for the Port Area". He pointed out that after studying the "National Security Act of the Port Area" and related impacts, Canada will treat the export of sensitive commodities to Hong Kong as in mainland China, immediately prohibit the export of sensitive military items, stop the implementation of the extradition treaty with Hong Kong, and update tourism warnings.

Trudeau pointed out that Canada firmly believes that the "one country, two systems" framework will continue to maintain the ties between Canada and Hong Kong and at the same time speak for Hong Kong people. He said that in the coming days to weeks, additional measures will be studied, including immigration policies. After the United Kingdom and Australia, Canada has another five-eye alliance member states that it intends to formulate immigration measures for Hong Kong people.

When asked whether he would impose sanctions on China as Russia did when annexing Crimea, Trudeau did not respond positively. He said he is very concerned about the situation in Hong Kong and will continue to study how to respond, including working with allies such as the Five Eyes Alliance.

Foreign Minister François-Philippe Champagne issued a statement on the same day to announce the relevant measures. He pointed out that the "Minato City National Security Law" was passed in secret without consulting Hong Kong legislation, the judiciary or the public, in violation of international agreements. He believes that the incident reflects Beijing's disregard for Hong Kong's Basic Law and the Sino-British Joint Declaration's "one country, two systems" commitment to a high degree of autonomy.
