Canada announced the suspension of the Canada-Hong Kong Extradition Agreement in response to the entry into force of the National Security Act of the Port Area. A review of the information of the Department of Justice of Hong Kong shows that 19 countries worldwide have signed agreements with Hong Kong to transfer fugitives. According to the Department of Justice, as of April 22, 19 countries around the world have signed agreements with Hong Kong to hand over fugitives, and they have entered into force. Related countries include Australia, Canada, Czech Republic, Finland, Germany, India, Indonesia, Ireland, South Korea, Malaysia, Netherlands, New Zealand, Philippines, Portugal, Singapore, South Africa, Sri Lanka, United Kingdom and United States. As for France, an agreement has been signed, but it has not yet entered into force.

Article 38 of the National Security Law of the Minato District states that "For those who do not have the permanent resident status of the Hong Kong Special Administrative Region to commit crimes under this Law against the Hong Kong Special Administrative Region outside the Hong Kong Special Administrative Region, this Law shall apply", meaning that the scope of jurisdiction includes Foreigners commit crimes abroad.
