Democrats said that the impact of the National Security Law affects all government departments, and the chief executive and chairman of the Minato District National Security Committee has repeatedly stated that he will try his best to explain to the society after the promulgation of the National Security Law. He should be the only public constitutional institution in Hong Kong. The Legislative Council explained that the Basic Law requires the chief executive to be accountable to the Legislative Council and is a constitutional requirement. The Democrats requested Lin Zheng to attend special question-and-answer sessions in accordance with Article 8 of the Rules of Procedure, and report and respond to inquiries to members urgently, especially for the implementation of the new laws and policies of various bureaux and departments.

The community has divergent opinions on the "restricted area red line" of the new law, describing "authorities" as being indifferent to many issues, and "what is illegal" is still the focus of public opinion. Democrats said that the new law must be "understandable" and "foreseeable", with objective and consistent criteria, and emphasized that if the general public cannot clearly grasp it, it will violate the original legislative intent.
