The anti-amendment movement entered its first anniversary in June. However, the largest, most authentic and tangible "political fruit" harvested by Hong Kong society from Beijing was the strict "Minato City National Security Law." It is a great irony for the Hong Kong Social Movement. The fact is that the more some Hong Kong people are anti-China and out of China, the more Beijing needs to assert and implement its sovereignty and governance over Hong Kong, perhaps because of ignorance of Chinese history and politics, making it impossible for them to predict this result .

Since the National Security Act of the Minato District is so strict, Hong Kong people's "anxiety" can be imagined. Many people speculate whether Hong Kong will reproduce the "immigration wave" before 1997. The central government obviously does not want to see a large number of Hong Kong people leave Hong Kong. Maintaining Hong Kong's prosperity and stability still serves the interests of the central government. Therefore, if the "anxiety" of Hong Kong people is eliminated, it will become a topic on the central government's desk.

After "Thunder", "Huairou" resolves the uneasiness of Hong Kong people

The Fourth Plenary’s communiqué mentioned Article 5 of Hong Kong “Improving the integration of Hong Kong and Macao into the overall national development, complementing the advantages of the Mainland, and a coordinated development mechanism, advancing the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, supporting Hong Kong and Macau’s economic development and improving people’s livelihood, Focus on resolving deep-seated contradictions and problems that affect social stability and long-term development." Since October last year, there have been no major moves. In other words, the Central Government clearly recognizes that there have always been people who have identified the core of the contradiction between Hong Kong and the Mainland as a political issue in recent years, such as the one-person-one-vote appeal, but the more fundamental problem should be economically, and only fundamentally resolved Hong Kong. The problems in the economy and people's livelihood can be calmed down in Hong Kong.

Resolving the Difficult Situation

Last year Hong Kong’s gross domestic product (GDP) fell by 1.2%, the first time in ten years. In the first quarter of this year, GDP fell by 8.9% year-on-year, the largest decline since a record. The continued economic downturn brings about the intensification of the rich-poor divide, the industrial vacuum, and the unresolved housing problems. The economy is dependent on mainland visitors. Young people have fewer employment options. Because they do not see hope, they are so anxious to seek change. Therefore, as far as the central government is concerned, the deterrent effect of the "National Security Act of the Port Area" has initially appeared, and fundamental economic issues must be resolved after the political issues are resolved. For example, to help Hong Kong solve the long-troubled housing problem, and for example, the problem of young people’s employment.

However, since the Central Government has been releasing sugar in good faith, it may continue to release dividends to Hong Kong in the future. Why is it still difficult to win Hong Kong people's "heart" in the end? The reason is that most of these policy dividends are monopolized by the rich and privileged, and they are profitable and fat. The rule of Hong Kong by Hong Kong people is not the rule of Hong Kong by merchants or the establishment of Hong Kong. Today, the elite of Hong Kong society has been cut off from the middle and lower classes. The public's lack of a sense of social security in the increasingly solidified Hong Kong society has exacerbated the mood of Hong Kong citizens. Economic undemocracies directly led Hong Kong citizens to seek democracy politically, and the central authority was eventually tied up with the rich and privileged.

[In-depth Interpretation] The Inheritance and Adjustment of China’s Criminal Law by the National Security Law of Minato

It is not difficult to see that the provisions of the Port Area National Security Law are basically based on the Chinese Criminal Law, which is the first attempt of the central government to try to unify the differences of "one country, two systems" at the legal level. Regardless of any political position, it is necessary to be calm and rational Look at this new Hong Kong law.
