The Senate dominated by the right-wing opposition voted on the night of Sunday, July 19 to Monday, July 20 at first reading, after the National Assembly, the 3rd draft emergency budget for 2020 to deal with the coronavirus crisis, enriched with additional measures. The modified text was adopted with 244 votes in favor (including LR, centrists and LREM) against 90 votes (PS and CRCE with a Communist majority). Deputies and senators will now try to agree on a common text in joint joint committee. In the event of failure, a new reading will be organized in each room, the Assembly having the last word.

This bill provides for an additional 45 billion euros for particularly affected sectors, tourism, aeronautics and even the automobile. It confirms aid of 4.5 billion euros to communities. Several fiscal gestures were added during debates in the Assembly, intended for carers, soldiers or to support the press.

In the Senate, the government passed a series of new appropriations, including 744 million euros for exceptional learning aid, 50 million euros for the funding of the one-euro meal for scholarship students, 75 million euros to renew the fleet of police and gendarmerie vehicles, and a maximum envelope of 490 million euros to decarbonize the industry or relocation projects. At the end of the examination in the Senate, the public deficit was thus displayed at 226.6 billion euros.

Divergences between the government and the Senate

Concerning employment, the government proposed an envelope of one billion euros to draw " the budgetary consequences " from the announcement of the President of the Republic " to set up an exceptional device for reducing the cost of labor, up to 4000 euros per year for young people ”. The Senate preferred a device of its general rapporteur Albéric de Montgolfier (LR), a hiring bonus for any CDI or CDD of more than six months, in the amount of 4000 euros maximum over two years. With an increase of 50% for the hiring of young people under 26 at the end of initial training.

In terms of exemptions from social security contributions, the Senate adopted an amendment by its rapporteur aimed at giving all businesses with fewer than 250 employees the possibility of benefiting from discounts of up to 50% (70% for those under 50 employees) contributions as soon as they have suffered a drop in turnover of more than 50%.

Most often against the advice of the government, the Senate still voted a series of provisions to revive the economy. Among them, measures to encourage business investment, temporarily soften the conditions under which they can carry back their deficits, extend to SMEs the abolition of the social fixed rate for participation, encourage investment in young SMEs, or abolish the social solidarity contribution of societies.

The senators also wished to authorize, subject to conditions, the early release of employee savings, to extend the energy transition tax credit to landlord lessors, to create a device for vouchers or leisure vouchers for low-income households.

Finally, the Senate doubled the deposit (to 920 million euros) provided for by the compensation mechanism for the loss of revenue suffered by Île-de-France Mobilités and voted 800 million euros in repayable advances.

The spokesperson of the LREM group Julien Bargeton estimated that " the general structure of the text has not been changed ". Philippe Dallier (LR) regretted that it was not " the recovery plan that we were waiting for ", while Rémi Féraud (PS) deplored that it was " not a combat budget in the face of the crisis ". The centrist Olivier Cadic said his " perplexity " in front of " this flight in budgetary advance ".
