Less observed, because not elected by universal suffrage, the inter-municipal authorities play a major role because of their competences and their budgets. The change in some large cities (Lyon, Marseille, Bordeaux…) had created the impression of an earthquake while 73.8% of the mayors of municipalities with more than 20,000 inhabitants were renewed. Likewise, according to the tabulations established by the Assembly of Communities of France (ACDF), 59.7% of inter-municipal presidents were re-elected in the 268 main existing structures: 22 metropolitan areas, 13 urban communities, 11 territorial public establishments ( EPT) of the Parisian agglomeration and 222 agglomeration communities. After renewal, the right holds 56.7% of intercommunalities, the left 32.5%.

For the largest cities, the preeminence of the central city is reflected in the mayor's desire to also chair the inter-municipal body. This is the case for 22 of the 35 presidents of metropolitan areas or urban communities.
