After the legislative session is over, it is time to take stock of the last legislative session. Who must be there at every meeting and who is the big slacker in the legislature? "Hong Kong 01" checked the attendance records of members of this session of the Legislative Council. The King of Qin Li was held by Chen Kaixin, who had the highest attendance rate, and Chen Zhiquan, who had the most attendance. Heung Yee Kuk Chairman Liu Yeqiang had the most absenteeism. Among more than 900 meetings, Liu Yeqiang was absent for 305 times, and the attendance rate was less than 70%. However, if only the Legislative Council meetings were included, it would be one more meeting than the Civic Party Guo Rongkeng attended, and he did not become a "double champion" in absenteeism.

The sixth session of the Legislative Council began in October 2016. As of July 15 this year, there were 141 Legislative Council meetings. Together with other committee meetings, there were a total of more than 1,000 meetings. The following analyzes the total number of meetings that each member needs to participate in and the attendance. The total number of meetings calculates the legislative council that all members need to attend and the different committees to which they belong. Therefore, the total number of meetings that each member needs to attend is different. Some parliamentarians need to attend about 1,000 meetings, and an average of more than 80% of the meetings.

Among the current 67 members, excluding the chairman of the Legislative Council, Mr. Leung Junyan, the three with the highest overall attendance rate are full-time legislators, attending more than 98% of the meetings. The people’s power Chen Zhiquan, who had not been absent from the General Assembly for four consecutive years, ranked second. The first was Chen Kaixin, who was promoted to the Legislative Council through the Kowloon West by-election the year before. However, since Chen Kaixin only started to perform his duties in 2018, the total number of meetings required to attend was approximately More than 300, which is less than other members.

Liu Yeqiang was automatically elected as a member of the Heung Yee Kuk functional constituency in 2016 to replace his father's former legislator Liu Huangfa. Since members of the Legislative Council are required to declare other salaried jobs other than members, according to the register of members’ personal interests, Mr. Liu Yiqiang has declared three jobs, including members of the Tuen Mun District Council, representatives of indigenous residents of Lung Kwu Tan Village in Tuen Mun and members of the Executive Council , He is also the executive director of Yongtongyi Management Co., Ltd., so it is unknown whether he has multiple positions as the reason for the higher number of absences.

Many members of the Legislative Council hold multiple positions. Zhang Guojun, who is also a member of the District Council and the Executive Council, has an attendance rate of about 89%, which is 20% higher than that of Liu Yeqiang. The member with the most part-time jobs is Kwong Chun-yu, who has declared 10 shares of work outside. Apart from the Yuen Long District Councillors, they are mainly columnists in various media and publishers. He attended about 82% of the meetings.

In the 141 Legislative Council meetings, a total of 14 members attended all the meetings. In addition to the members mentioned above, they also included Chen Jianbo from the insurance industry, Ke Chongsheng from the DAB, and Li Huiqiong. Guo Rongkeng, Liu Yeqiang and the Democratic Party Tu Jinshen were absent the most. Guo Rongkeng was absent 15 times, while Liu Yeqiang and Tu Jinshen were absent 14 times.

In addition to the Legislative Council, Members also need to attend meetings of various committees, including the House Committee, Finance Committee, and Panels, to study and review bills, approve public expenditures and monitor government work. The following is a list of the attendance of the full attendance members of the various legislative councils. Chen Kaixin, Chen Zhiquan, Pan Zhaoping and Yao Sirong have the highest attendance at the same time, while Huang Biyun, Mak Meijuan and Liu Guoxun attend other committees less frequently.
