In the small town of Sierra Colorada, Río Negro, three of the sons of the Peronist mayor, Fabián Pilquinao , the president of the Deliberative Council, Daniel Cheuquepal , and the wives of two of the main municipal government officials collect the 10,000 pesos from the IFE , as Clarín could confirm from ANSES data.

The mayor's children are: Fabricio, Silvio and Lautaro Pilquinado. The official's wife also applied to the IFE, but was rejected because she did not meet the required conditions, according to this source. The family group of 5 people has the same address in Sierra Colorada, the records indicate. The other IFE recipients are: Carina Mile, wife of the municipality's secretary of the Treasury, Daniel Pichón, and Alejandra Baez, wife of the municipal secretary of Public Works, Dante Rodríguez.

Only Lautaro and Silvio must go to the 387 branch of Los Menucos (Buenos Aires 615), located 45 kilometers from Sierra Colorada, to collect the amount. The rest receive the money in their Banco Patagonia accounts, according to the ANSES system.

The situation of these beneficiaries is striking because it does not comply with the regulations required by ANSES. In the case of the mayor's children, they appear under the same parental address in different registries. For his part, the president of the Deliberative Council already gets a monthly payment due to his political activity. Finally, the aforementioned women are a couple of paid municipal officials.

"The Emergency Family Income is intended for native or naturalized Argentines, with a legal residence in the country of not less than 2 years, who are between 18 and 65 years old. That they are, in turn, unemployed, informal workers, private households, social monotaxers and monotributistas only of categories A and B ”, indicate the ANSES protocol.

Among the exclusionary requirements are: “That neither the owner nor his family group have income from: a job in a relationship in the public or private sector, an unemployment benefit, social plans, complementary social salary,“ We Make Future ”programs , "Boost Work" or other national, provincial or municipal social programs that do not receive national, provincial, municipal or Autonomous City contributory or non-contributory retirement, pensions or withdrawals, as well as not being category C monotributistas or superior, or the self-employed regime ”.

Mayor Pilquinao was re-elected in Sierra Colorada, located on the South Line and about 431 kilometers from Viedma, for the third consecutive time on June 23, 2019 by 51% of the votes. “I am a simple changarín, I am a plumber by profession. When the political life is over I will return to mine. I have no money and neither did I give any of my children jobs in the municipality. In this city there is a tremendous level of unemployment. If they processed the IFE they did it on their own, because they don't live with me, ”Mayor Pilquinao explained to Clarín. "I am not aware that the officials or their wives get paid. Here the officials earn a shit of silver, 20 thousand pesos or the like, ”he added.

“If the person has no income and meets the conditions, it corresponds to him. This is a closed system, we do not designate by finger who has to receive it. The person writes down their ID, places an email and that's it. Then the system confirms if it is ok or not, ”a senior ANSES source in Río Negro tells Clarín.

Pilquinao is considered a trusted man of the Kirchner provincial deputy Alejandro Marinao. The legislator became news when he collected 1.3 million of the Horizonte provincial insurance in 2018. Marinao alleged that he had fractured an elbow when he attended a proselytizing act carried out in 2015 in Pilcaniyeu (65 kilometers from Bariloche) led by former President Cristina Kirchner.
