The judicial reform project launched last week by Alberto Fernández gave a legislative step Tuesday with the presentation made at the plenary commission of the Senate Minister of Justice and Human Rights, Marcela Losardo . In this context, Oscar Parrilli asked during his speech that a text be included in one of the articles that aims to condition journalistic work .
Parrilli referred to two subsections of article 70. The former AFI head first emphasized subsection "E", which indicates that the judges of all jurisdictions with federal jurisdiction must "immediately communicate to the Judicial Council of the Nation any attempt to influence its decisions by political or economic powers, members of the Judicial, Executive or Legislative Power, friends or pressure groups of any kind, and request the necessary measures to safeguard it. "
"Although he talks about 'friendships or pressure groups', here it is necessary to explicitly talk about the media powers, " Parrilli said during his virtual speech in plenary of the Constitutional Affairs, and Justice and Criminal Affairs committees.
Immediately, the former Secretary General of the Presidency brought out his assessment of freedom of the press and the role of the media: "We have seen in the media in recent years how journalists have denounced and even encouraged us to go out and dig, to discredit and denigrate different judicial officials because they did not do what that media intended with a certain process or cause. Here we must explicitly add the term media because this has happened in recent times. "
Parrilli is usually more than a close collaborator of Cristina Kirchner: she often expresses what the vice president wants to say or promote. In this case, her gaze is aligned with the position of her political boss, who believes that the media are guilty of her multiple prosecutions for alleged corruption and money laundering.
During his presentation, the senator also said that he made him "doubt" a term in subsection "F" of the same article, which he originally developed: "Avoid public clamor and fear of criticism from influencing his decisions -of the judges- , and in no case should they act on the basis of considerations of popularity, notoriety or other improper motivations. "
"There is a term that leaves me in some doubt: when it says 'the public clamor' I am afraid that it is 'the clamor of the mass media' and that this is taken as a fact of society and they are not facts of society; there are certain economic interests that use the media to pressure, "he said.
He concluded on this point about article 70: "These are terms that we should at least re-analyze and discuss." This article refers to "Rules of Action".
In this way, Christianity seeks to include in the text of the judicial reform an item to condition the work of journalism. If the inclusion is specified or not, it will be seen depending on the treatment of the project and the final ruling of the government.
On Tuesday, Minister Losardo answered questions from opposition representatives, who pointed to the cost of the judicial reform project and criticized that it is being debated amid the coronavirus pandemic.
From the side of the ruling coalition, defended the initiative and questioned the government of Mauricio Macri on issues related to debt, the cause for alleged illegal spying and "judicial persecution" kirchneristas former officials.
In this sense, Parrilli stressed: "We all want a Justice that guarantees us all the presumption of innocence and the guarantee of due process. I can assure you that in the last four years these principles were absolutely violated."
The former Kirchner official questioned that the current opposition maintains that it is not "opportune" to make the judicial reform now: "Was the reform that was proposed in 2017-2018 when Argentina was indebted to sidereal figures and destroyed jobs? Saying that is an excuse rather than a real reason of state ".
He closed: "This proposal raised by the President, although it will not solve all the issues of Justice, is undoubtedly a way, a beginning, to begin to solve it frankly and with reality."
Another Christian leader who recently attacked the media and journalists, whom he branded as “beasts,” was the former Minister of the Court and current member of the Inter-American Court of Human Rights, Eugenio Zaffaroni.
Referring to the flare-up of insecurity after the pandemic, Zaffaroni stated that "in addition to crimes, social communicators, opinion-formers, all those beasts that appear instigating revenge will flare up ."
