The government plans to implement the "Universal Community Testing Program" (hereinafter referred to as voluntary testing for all) in the second half of this month for a period of two weeks. Many details have not yet been finalized. If there are difficulties in manpower arrangements, protective equipment and sampling methods, the government and the medical care sector should work together to resolve them.

To expand the detection range, we must first solve the manpower problem. The citizens' self-sampling will increase the risk of false negatives, and it should be taken by personnel with certain training. The notice issued by the government to the Western Medical Union also pointed out that the sampling will be all performed by medical staff, and plans to recruit more than 2,000 private doctors, nurses and dentists to assist in the sampling work. It is reported that the industry has received the registration form on Sunday (16th).

The government's initial medical allowance ranges from 300 to 800 per hour. The Western Medical Union mentioned that an hourly salary of $2,000 would be more attractive. Although private doctors are a high-income industry, sampling and testing for citizens is for social well-being, and it can even be said to be a social service. Furthermore, the epidemic is a common adversity faced by the whole society. Many citizens are not even protected from their jobs. As a respected professional in society, if they can do their best to cooperate in this difficult time and expand social testing, they will also win applause.

Government can recruit medical students

On the other hand, the work arrangements and protection of medical staff are also important. The current notice issued by the government to the Medical Association only stated that gloves and surgical masks will be provided to participants, but it has not yet responded to whether protective clothing and N95 masks will be provided. It seems that the government does not have a good plan for related work, and there are many aspects that lack consideration. The government needs to negotiate with the industry and professionals, and has mentioned formulating appropriate work arrangements to encourage medical staff to join.

At the same time, taking into account the current actual situation in Hong Kong, the government cannot cooperate with the freezing of community population activities while expanding testing. Therefore, large-scale testing should be completed in a short time. In terms of manpower, the government can liaise with medical schools and training institutions to allow more interns, nurses, etc. to participate, so as to make up for the shortage in the short term.

In theory, expanding the scale of testing can screen out potential patients and help cut off the chain of community transmission. Since the government has decided to implement voluntary testing for all, it should be determined to do a good job in personnel arrangements and quarantine procedures.
