The enforcement unit and the unit for wage investigations in the Treasury have so far saved more than seven billion shekels for the state coffers, according to the finance report published yesterday.

Last year, wage deviations were recorded in 10% of the state-budgeted and supported entities, but this is a 16% decrease in the number of deviations in the last decade, according to the report of the alleged wage deviations in the budgeted and supported entities.

Meteorical wage increases

The Ministry of Finance notes that "as a result of the enforcement unit's activity in just two years (2019-2017), more than NIS 72 million was returned to entities."

At the top of the list of surrogates are doctors, with 1,721 salary deviations within Clalit Health Services. Other doctors have also benefited from meteoric wage increases of twice or more within a year. The Ministry of Finance held a collective hearing for the fund's management and the doctors' representatives, but in the face of a deadlock between the parties, the Ministry of Finance announces that the commissioner of salaries may impose administrative sanctions regarding the anomalies discovered.

The Israel Aerospace Industries also held a collective hearing due to wage irregularities after a jump of hundreds of percent. The company signed a collective agreement, in which promotions at the highest levels were frozen and payments of salary supplements were postponed. 

The savings resulting from the agreement are estimated at more than half a billion shekels, the cumulative amount from 2020 and for the coming years. 

Bar Ilan University returned NIS 11 million to the state, and thanks to a collective agreement, the salaries of administrative staff - excluding lecturers and researchers - were reduced by NIS 8.4 million. 

According to the Ministry of Finance, the actuarial savings following the unit's operation amount to about half a billion shekels a year. Deviations in the amount of NIS 2.3 million were reimbursed by the National Fire Authority.

The wage commissioner, Kobi Bar-Natan, stated that "the activity of the enforcement unit reflects the main goals of the division - streamlining public sector work, improving service to the citizen and increasing labor productivity. 

"The work of the Enforcement and Savings Unit resulting from its operations is even more important and felt in this complex period of significant budgetary challenges, and therefore it is of great importance to thicken and strengthen the unit and the tools at its disposal."
