The US State Department stated on August 19 that Washington has notified the Hong Kong government to terminate or suspend three bilateral agreements, saying that the measures are in response to concerns raised by China's implementation of the Hong Kong National Security Act.

US State Department spokesperson Morgan Ortagus said in a statement on the 19th that the affected agreements include the surrender of fugitive offenders, the surrender of sentenced persons, and the exemption of international shipping profits tax.

The statement mentioned that the CCP has taken drastic measures to erode Beijing’s promise to the British that Hong Kong people will enjoy a high degree of autonomy for 50 years, in violation of the "Sino-British Joint Declaration" recorded by the United Nations. Therefore, President Donald Trump stated that the United States will regard Hong Kong as "one country, one system" and will take action against those who harm the freedom of Hong Kong people.

The President signed an executive order on the "normalization of Hong Kong" and launched a series of response measures to Beijing's actions, including the termination and cancellation of the special status of Hong Kong. The statement stated that these measures by Washington reflect concerns about Beijing's implementation of the Hong Kong version of the National Security Law.
