Zhong Liyi pointed out that gambling stalls expanded rapidly during the epidemic, opening underground sparrow halls, providing physical slot machines, baccarat, etc., gambling stalls also imitating the casino model to attract gamblers, including providing 24-hour service and providing VIP rooms, in order to attract the region and Gamblers outside the area. The gambling stalls hire non-Chinese people to operate the underground gambling stalls. The staff act cautiously and someone is responsible for the stewardship. Gangs also operate large-scale gambling stalls on the street, soliciting customers and collecting commissions on the street. In order to attract gamblers, gambling stalls will provide free meals throughout the day; when gamblers introduce new guests, they will receive an instant cash rebate of 300 yuan for gambling. When the gambler fails to repay the gambling debt, he will release the loan in the form of loan shark, and when the gambler fails to repay the debt, he will collect the loan in an illegal manner.

He Ze also traded gambling stalls in the area. All the scores were given to the two protégés to "play dice". They can be regarded as winners and leaders in Tsuen Wan District.

Looking through the information, He Ze, also known as "Sha Ze", was not arrested this time. During the anti-amendment turmoil in August last year, many chicken pot shops and mahjong restaurants in Tsuen Wan’s Erbei Square, Chung On Street, etc. were destroyed. It was pointed out that He Ze’s sphere of influence was also rumored to be the case. "Blow Chicken" sent people to have trouble in Mong Kok.

The Pakistani "Tiger Boy" has many criminal records. Among them, in 2016, he was involved in a number of cases involving transnational snake groups, prostitution groups, and drug trafficking and was arrested.
