After the worst week of the coronavirus, Alberto Fernández seeks to install a "positive" agenda with three acts

It will be shown with businessmen, governors and mayors. The topics? Debt, production and crime plan.

Alberto Fernández will tie three photos that, he intends, to be three signals: with industrialists, with governors and with mayors, steps of a series of advertisements with which he seeks, although the coronavirus does not give way, to rush a  "positive" agenda thinking about the post-pandemic .

Debt, production and security will be on the menu with which the President will rehearse a double movement: to reactivate the management beyond the lashes of Covid 19  and recover the federal profile, a campaign promise that triggered the quarantine, and which he resumed last week.

This Monday at 4:00 p.m., from the Bicentennial Museum, Fernández will announce together with the Minister of Economy Martín Guzmán and the Chief of Cabinet Santiago Cafiero, the acceptance figure for the exchange, which, according to market data, would be between 92% and 94%.

Governors will also participate in that postcard : some in person and others remotely, a gesture that Fernández took up last week with lunches in Olivos, teleconferences and a meeting with seven leaders in Santa Fe, in an act on the Hidrovía.

The renegotiation of the debt is - when the historical bonus that the handling of the pandemic gave him disappears - an emblem for Fernández , the only file that here and now dribbles the crack.

In few words, oblivious to controversy and with scrolls, Guzmán was the star minister in poker with creditors and appears as one of the few official staff figures that empowers Fernández.

Just as he had lunch on Wednesday with Juan Manzur and Gerardo Zamora , the President's intention is to recover the "federal imprint" that, they admit at his side, was blurred when the pandemic became hyper-concentrated in the AMBA.

On Friday, in Santa Fe, he was with Axel Kicillof , the host Omar Perotti , Gustavo Bordet from Entre Ríos, Gustavo Valdés , from Corrientes; Jorge Capitanich , from Chaco; Oscar Herrera Ahuad , from Misiones and Gildo Insfrán , from Formosa.

Now COVID-19 began a rapid expansion inland and the national agenda will focus, in this segment, more on the provinces . There is some desire: that what was projected last week, with the presumed smoothing of the curve in AMBA, be consolidated - albeit with higher numbers - this week.

The other scale of the "positive" agenda, according to the optimistic language of official sources, is the presence of Fernández at the event for Industry Day next Wednesday.

The format is not yet defined. It is likely that the President will participate, in person, in the activity organized by the Argentine Industrial Union (UIA) , one of the entities that makes up the G-6 to which Fernández invited Olivos for the photo on July 9.

After the controversy over how the pandemic impacted the economy, which Fernández considered statistically less harmful than Mauricio Macri's administration, the president prepares a series of announcements referring to consumption and production.

It will be a chapter of "The 60 Post-pandemic Measures ", a film many times pre-announced and postponed by the judicial reform, rejected by the opposition and with an uncertain ending in the Chamber of Deputies. According to the latest design, the measures will be by stages and by sectors. They will start this week and will then continue with other sectors: SMEs, agro-industrial sector and businesses.

The third photo is scheduled for Friday and will have a clearly Buenos Aires focus, particularly for the suburbs, and very specific: the announcement of a package of measures to reinforce the security devicethat Clarín anticipated a month ago.

It is a Fund of between 6 and 10 billion pesos that the Nation will allocate to the Province and the municipalities, as part of an anti-crime shock plan. It would then have versions for other areas with critical indicators for the country.

In parallel to his talks with governors, Fernández expanded his political table and sat, in some activities, mayors of Greater Buenos Aires , among them Juan Zabaleta and Martín Insaurralde.

The fund, which the mayors had asked Kicillof and he negotiated with Fernández and Cafiero, is finally ordered as part of an assistance plan aimed at one of the hottest issues in citizen demand: insecurity.

The three announcements will be given after the most complicated week of Covid 19 , with three consecutive reports with more than 10,000 cases - on Friday, the record of 11,717 - and are an attempt by the Government to, without neglecting the fight against pandemic, return to a broader agenda.
