Roselyne Bachelot confirmed this Monday morning on France Musique: the Estates General of festivals will take place this fall in Avignon. What to come to the bedside of a " sector devastated " by the health crisis, in the words of the Minister of Culture.
“ In Avignon will be held during the first week of October, the Estates General of festivals, where all aspects of festivals will be able to discuss ecological and health issues, economic methods, the issue of intermittents, volunteers and territorial irrigation , ”she explained.
Roselyne Bachelot wants this reflection not to be confined to Avignon but to be launched everywhere in France, as " it is necessary that it be a broader reflection ". The tenant of the rue de Valois intends to rely on the regional branches of the Ministry of Culture for this. " I asked that in each Regional Directorate of Cultural Affairs, local elected officials, who are so important in this area, can come and discuss, " she explains.
Structural thinking
These States General will aim not only to provide emergency aid to a disaster-stricken sector, but also to rethink its contours on a structural level. Roselyne Bachelot had mentioned for the first time these States General during a visit in July to Avignon, whose theater festival did not take place this year. In an interview with La Provence , the minister announced that it was now necessary to “ project oneself into a viable festival model ” . " There was, of course, a crisis effect but the crisis also had the consequence of revealing a certain number of structural difficulties of festivals " , noted the Minister.
“ I also want to irrigate small structures that need the State to live, in partnership with the regions. We cannot either claim state intervention simply by wanting to territorialize cultural policies, ”she announced.

This confirmation of the holding of the Estates General comes a few days after the announcement of an aid plan for live entertainment.
