(CNN) -

Democratic presidential candidate Joe Biden blamed President Donald Trump for the difficulties of schools to open amid the coronavirus pandemic, stating that if Trump had done his job, "American schools would be open and they would be safely opened ”.

"Instead, American families across the country are paying the price for their failure and the failure of their administration," Biden said in a speech Wednesday in Delaware.

Biden's speech followed a briefing that he and his wife, Jill Biden, a longtime high school and community college teacher, attended with education and health experts in Wilmington.

Biden called the opening of schools "a national emergency."

"But President Trump still has no real plan to open our schools safely," he said, accusing the president of offering "nothing but failures and deceptions."

The speech comes as Biden pushes for a plan for schools, in an effort to mark the contrasts with Trump's handling of the pandemic and its effects on families.

Biden has said that local education officials must decide when and how to open schools, and has asked Congress to approve emergency funds to help schools adjust to the return of students.

«He always talks about his ability to negotiate.

Jill Biden launched a tour this week with virtual and in-person events focused on school openings.

Biden's running mate, California Sen. Kamala Harris, held a virtual roundtable with Minnesota leaders on Wednesday, focusing on the challenges of going back to school during the pandemic.
