Haim Katz's case is particularly serious because it is parked at the heart of substantive immunity - the act of legislation itself.

Israel is not an exception in its institution of immunity, it is very common among Western democracies and not in vain.
Different countries define the scope of immunity differently.
In almost all Western countries, however, MPs enjoy immunity of one kind or another.
In Israel, the principle of immunity is set forth in the Basic Law of the Knesset, which stipulates that the decision whether to grant immunity or not will be made only by the Knesset.
Any other option castrates and empties the law, the sole purpose of which is to preserve the independence of the Knesset.
