Until a little over a decade ago the Ministry of Transport was considered a break for those who were on their way out of political life, or in forced exile.

A turnover of eight ministers in the lost years between 2009-1999 tells the whole story.

For the past decade, however, the ministry has been headed by Israel Katz, who has made him a key figure in shaping life in the State of Israel.

Along with successes in national projects and receiving huge budgets, Katz has faltered in the hardships of the electric line, the failure of traffic loads and more.

Even at the end of his tenure, the Ministry of Transportation remains influential, with every statement of future plans and projects affecting the lives of all of us.

One hundred days ago, Miri Regev took over as Minister of Transportation, and at least ostensibly created an atmosphere of feverish activism.

Which of her statements have been translated into reality and what remains an empty promise?

Every promise affects the lives of all of us.

Extension of the Trans-Samaria Road to a two-lane road

The statement:

on June 23, during a tour of the Samaria Regional Council Chairman Yossi Dagan, declared the minister of its decision to extend the highway 505 (Trans-Samaria) Ariel Junction valley two-lane road.

Response of the Ministry of Transport:

Expansion of Highway 505 east Ariel Is in the initial planning stages, and will enter the next five-year plan of Netivei Israel. In

practice: the

cost of paving a two-lane road is currently several million shekels, with the length of the section being 40 kilometers, an additional 6% for work in Judea and Samaria .

in terms of the timetable, the current five-year plan to end Israel Airlines in -2021. Construction of road from design to end takes between 15-10 years, so we expect to see additional transport ministers are pushing this folder to the bottom of the pile.

Examining the safety aspects following a multi-casualty accident on Route 89

The statement:

On July 14, a car accident occurred between a private car and a bus that overturned on Road 89, east of the Kabri junction in the Western Galilee.

19 of the bus passengers were injured, two of them in critical condition.

Following the accident, Regev stated that "I instructed the National Road Safety Authority to accept the conclusions of the traffic police investigators and to examine the safety aspects of the incident."

Ministry of Transportation's response: The

Minister of Transportation instructed the National Road Safety Authority to accept the findings of the investigation from the police, in order to examine the safety aspects of the incident and draw the necessary lessons.

Practice:

At the time of writing, the police have forwarded the investigation materials to the National Road Safety Authority.

However, it is not possible to obtain the information as an indictment will likely be filed for the accident.

As far as is known, the overturning of the bus resulted from a maneuver in which the driver was forced to take action following a deviation of the private car.

The junction where the accident occurred was to be upgraded as part of one of the Ministry of Transportation's plans.

A budget request for the treatment of Road 89, which "stars" for years as one of the risk centers in the north, was submitted months ago, but this was not implemented due to the budget delay for its implementation.

"I was instructed to check the safety aspects of the incident."

Initiative to charge for the installation of a warning system in the vehicle against forgetting children

The statement:

On July 28, the Minister of Transportation announced that the ministry is initiating a move that will require the installation of a warning system against forgetting children in the vehicle, following the increase in the frequency of the phenomenon during the hot summer months.

On August 4, a call was issued on the subject.

Ministry of Transportation's answer:

Following the publication of a call for proposals regarding warning systems for forgetting children in vehicles, the Ministry of Transportation received dozens of proposals.

The Ministry of Transportation is in the initial phase of analysis of the proposals in accordance with the requirements of the standard.

An extension of several days was submitted for the submission of bids.

In practice:

a bill was submitted in 2009 that would require the installation of such a system in every car, but this did not mature into legislation.

In the discussions of the Economics Committee in 2010, the Ministry of Transportation even opposed such a system.

A year later, Minister Katz tried to impose a one-year prison sentence for forgetting a child in a car and promote a standard for the system.

Also in the summer of 2013 and 2015, various plans were raised to standards.

In 2016 the Ministry of Transport was supposed to formulate legislation, two years later the Ministry of Internal Security issued its own call on the issue - but nothing happened.

There is currently a standard for shuttle vehicles, but it pertains to an electronic component that requires a scan of the vehicle and is therefore less relevant to a private vehicle.

Running for a call to action misses the point before it is understood what the relevant standard is and how to characterize the system and the legal obligation in the matter.

Transparency and reduction of the national car price list

The statement:

On July 5, the Minister announced that she would promote a new reform that would allow transparency and lower prices for second-hand car buyers: "The Minister intends to submit a legislative amendment that will require Israeli citizens, while transferring ownership by mail or online, report the sale price of the vehicle. Internet is accessible and free to the general public. "

The Ministry of Transportation's answer: The

Ministry of Transportation is in staff work regarding the national car price list, and in the coming months the price database will start operating through the postal company and in the personal area on the Internet.

In the first stage, the reservoir will operate voluntarily.

In practice:

Regev's initiative is not a new reform, but one that was raised a decade ago by Katz.

No such legislative amendment has been filed, and if filed now it will be disqualified for the same reason it was disqualified in the previous round - the inability to verify the price or impose sanctions on the reporter.

In the current situation, when the price of a car is arbitrarily set by commercial entities, a distorted situation is created that may be affected by economic interests.

Another failure stems from the inability to verify that this is indeed the price at which the car was sold, and then an opening is created where the buyer will strive to declare a high price in order to increase the value of his vehicle for future sale.

In addition, in order to apply change, the relevance of the price list must be examined, while today most transactions in the market are made through the two price lists of Yad2 and Levi Yitzhak.

The initiative is not a new reform.

Reducing the use of private vehicles in Gush Dan

The statement: After a

few years, the Ministry of Transportation began to change its approach and shift the emphasis to reducing the use of private vehicles in Gush Dan.

The move is gaining momentum with the promotion of four major public transport terminals in the area.

Ministry of Transportation's answer:

Another step in upgrading public transportation.

The Ministry of Transportation is promoting a national venture, bus terminals and new overnight car parks all over the country.

Practice:

After the hurdle of the Planning and Construction Committee, the door was opened for the construction of public transportation terminals.

The first of these will be Rishon Lezion-Holon-Bat Yam, Bnei Brak and Petah Tikva.

The three terminals sat on the metro route and the future light rail.

This important solution will not only allow mobility between the means of transport, but will also provide a logistical solution for charging electric buses, and no less important - decent working conditions for drivers.

Cash payment by public transport during the corona period

The statement:

Prohibition of cash payment that began with the return of public transportation activity during the difficult corona period on elderly populations and escorts for blind passengers, and on receiving a discount for residents of Judea and Samaria.

Following this, Regev ordered that drivers be allowed to receive cash payments from these groups.

Bus drivers resented the decision, claiming it endangered their health.

Ministry of Transportation's answer:

According to the decision of the Ministry of Transportation, bus drivers are obligated to allow payment in cash to senior citizens, accompanied by blind passengers and residents of Judea and Samaria.

Practice:

After refusing what they defined as "risking their lives", the drivers went into legal battle over this decision.

The compromise obtained was an option for payment, but without contact or transfer of money from hand to hand, but using separate tools for payment and providing a surplus.

In the second half of August, there were increasing reports of a corona outbreak among bus drivers operating in the Benjamin sector, where some lines can be used to pay in cash.

A compromise was reached.

Installation of partitions to protect bus drivers

The statement: The

plan to protect bus drivers through a partition went into high gear following an increase in assault cases and the incompetence of the police and courts in dealing with the phenomenon.

The initiative, which has been going on since the time of the previous minister, Bezalel Smutrich, has been delayed due to debates over the budgeting for the financing of the partitions and their installation.

Ministry of Transport's response:

Upon receipt of the budget approval for the installation of the partitions, the Ministry of Transportation acted quickly to approve all the new partition models that will be produced for bus drivers on public transportation.

In order to accelerate the pace of production of the partitions, factories in other places in the country were approved in addition to Merkavim and Hargaz.

The Ministry of Transportation has made available to the operators all the necessary means to complete the installation of the partitions in the shortest possible time.

This includes providing a full budget and approval for additional manufacturers and installers to install the partitions.

Our office monitors the installation of partitions and urges operators to finish them in the shortest possible time.

Practice: The

move was carried out quickly from the moment the permit was received until the departure for the production and installation of the partitions.

The Organization of Bus Drivers in Israel from the Histadrut, which led the struggle to install the partitions, said: "We are proud that the Ministry of Transportation chose to accept the recommendations of the drivers' organization for installing partitions on buses. This is a flagship issue we promoted for drivers in general.

Railway electrification project

The statement:

The electrification project of the railway was launched years ago, and during its initial construction and operation, quite a few technical problems were discovered.

The line between Jerusalem and Herzliya, which became the symbol of the project, has already won five launches and has not yet been completed.

Ministry of Transportation's answer: The

electrification of the high-speed train line from Tel Aviv from Jerusalem has been completed to the Savidor Merkaz station and will later reach Herzliya.

In practice: an

examination of the details shows that the electrification to Herzliya has already been completed, and at this stage we are waiting for final completions and the start of the running trips in the coming weeks.

The goal is to start the passenger service as early as the end of September or the beginning of October.

The electrification has already been completed.

Establishment of a railway line for the passage of the Intelligence Corps to the Negev

The statement: The

Ministry of Transportation announced the construction of a heavy and fast train ("up to 250 km / h") from Tel Aviv to Likit, and completion by light rail from Be'er Sheva to the base. isolated and remote.

Response of the Ministry of transport:

Minister of transport has decided that the transport solution at Kiryat intelligence wipe will be implemented through a combination of heavy train from Tel Aviv to base intelligence Lycian and light rail, Beer Sheva Leakey.

Decision on the establishment of the tracks in IDF bases will enable future eastern railway connection, as part of its vision to connect Israel from north to south. Heavy rail project promoted by statutory Cross Israel Highway Company, Parallel Lines Israel promotes light rail project.

Practice:

Israel Railways rule not in the picture or design of the concept, and to paths Israel has not transferred nor preliminary plan of planning the light rail. the expected costs of setting up a new line to south are astronomical and given the fact that the line would be far from profitable, were not clear about the viability of his.

the transition planned Kiryat intelligence Negev It is the year 2026, but planning, construction and arrival of the heavy and light rail system is a matter that will take many more years. If the line in question is part of the future railway to Eilat, it appears in the presentation of the strategic plan of the railway and the Ministry of Transport for the target year 2040.

Two more statements by the minister - shuttles by sea and promotion of the airport in the south - were left unanswered by the Ministry of Transport.

Regev launched an initiative to operate a mass shuttle service (shuttles) via the sea that left Hadera, Netanya and Ashdod to Tel Aviv as a solution to overcome traffic congestion.

Sailing times are certainly shorter than those of other means of transport, but the Ministry did not address the times derived from the arrival, docking and boarding of the vessel, nor the technical and basic aspects of winter sailing.

In addition, the Minister instructed to promote the construction of the complementary field for Ben Gurion Airport in the south - contrary to the opinion of professionals and in light of the operational difficulties and opposition of residents if the Ramat David alternative is chosen. Regev stated that if it is decided that construction is not relevant, an alternative to the program field to be built on an artificial island in the sea. the directive does not address the technical difficulties of such a plan, and even the amount of time allotted for the task described by sources involved in processes not enough of the Review real and serious. "

Regev were allocated a year and a half to head the Ministry of transport, instant In terms of long-term and strategic planning, with a hundred days behind it, we will continue to wait to see what happens to the glorious list of statements.
