• Make an order

The government is expected to finally approve the cabinet's decision last night (Thursday) on a full closure from next week, when the move will then be submitted to the Knesset plenum for approval.

During the past day, quite a few sketches have been published that have created confusion among the public - what about the education system, what will happen on holidays and how will the places of entertainment operate?

"Israel Today" is making order.

Prime Minister Netanyahu in a brief update from the Corona Cabinet

The apparent closure will consist of three phases: the first beat will have a full two-week closure, and is expected to begin in the second half of next week.

After that, there will be relief and the state will move to a closure at level C which stipulates, among other things, that there will be a curfew only on holidays and after this stage, that the government decides how long it will last, enters into force the third stage - Prof. Gamzo's traffic light plan.

This year's Tishrei holidays will look different

This year's holidays are more reminiscent of last Passover than last year's Tishrei holidays.

The first phase of the Corona Cabinet's action plan includes a full closure for two weeks, and is expected to begin in the second half of next week, ie a few days before New Year's Eve, which will take place on Friday next week, September 18th.

It seems that this year we will be celebrating in the arms of the small family.

Restrictions on movement and reduction of crowds

The initial closure in question will include traffic restrictions of 500 meters from the place of residence although it should be noted that during that time it will be allowed to go beyond the 500 meter limit for the purpose of stocking up on food, medicine or going for medical treatment.

Below is an outline of the "tight restraint" that Gamzo recommended, including restricting travel between cities on holidays from 05:00 on the eve of the holiday until 05:00 in the morning after the holiday, closing of places of entertainment, restaurants, shopping centers, commerce and reception centers, and closing of a system Education throughout the country, except distance learning.

As for holiday prayers, the outline will include a reduction of the minyanim inside, and encouragement of prayers in the open space in accordance with the outline to be agreed.

The school year is coming to a standstill

Yesterday, the Ministry of Education reported that the number of sick students in Corona in the education system was 2,406 students, and the number of teaching staff was 1,148 patients with the virus.

Against this background, more and more students and teaching staff went into isolation and their number exceeded 40,000.

Due to this, and as part of the government's plan to stop the disease, it was decided that the education system would close its gates throughout the period, except for special education.

It was further agreed that distance learning will continue for fifth graders and above for the period, and that the resumption of studies after Sukkot will be examined in a special situation assessment.

The economy is downsizing

The government has decided that as part of the effort to reduce morbidity the private and public sector activities should be shut down and work from home promoted as much as possible, except for essential jobs, supermarkets, pharmacies and vital businesses.

It was also decided that there will be a complete closure of restaurants (excluding delivery service), leisure, entertainment, shopping malls, domestic tourism, commerce and businesses receiving recipients.

It was emphasized that in the second phase of the emergency plan, which is expected to take effect at the end of two weeks, the public sector will resume its activities in an emergency format with the private sector continuing to operate at a rate of 30 to 50 percent output.

After the phase of closure and tight restraint - back to the traffic light program

Return to the traffic light plan will be made after a situation assessment and subject to the morbidity picture in Israel indicating a significant continuing trend of morbidity decline.

It was noted that in the future, public transportation activity will be adjusted to the scope of activity in the economy, in accordance with the format introduced by the Ministry of Transportation during the restrictions period in March-April 2020.

The full outline

Step One: Closure

• Traffic restrictions of 500 meters from the place of residence.

• Complete closure of restaurants, leisure, entertainment, shopping malls, domestic tourism, commerce and businesses receiving audiences.

Step Three: The traffic light plan

Switch to the activity according to the traffic light plan at the end of the first two stages.

According to the announcement by the Prime Minister's Office and the Ministry of Health, "The transition from stage to stage will be made after a situation assessment and subject to the situation indicating a significant continuing trend of morbidity (according to criteria to be agreed by the National Commissioner for Corona by 13 September 2020).

"Public transportation activity will be adjusted to the scope of activity in the economy, in accordance with the format introduced by the Ministry of Transportation during the restrictions period in March-April 2020.

"The Ministry of Finance will work together with the Prime Minister's Office and the head of the National Economic Council to formulate an economic safety net for business owners and citizens who are expected to be economically harmed as a result of the above decision."
