To make it more bureaucratic for the citizens - even business owners whose employees have been taken on vacation will be able to report a departure to the IDF • What are the maximum amounts we will receive? • Questions and answers

A full closure during the holidays could cost the Israeli economy tens of billions of shekels.

The closure of the economy and the expected wave of exit to the Knesset, again raises the need to prepare for the exercise of rights.

How long will eligibility last?

What does the report include, and how will we know the calculation of the scope of the unemployment benefit?

We have compiled for you all the answers to the burning questions.

PM Netanyahu in an update from the Corona Cabinet

I have been in Khalat for a long time, is there any limit on the maximum Challah duration?

According to the law, the limit on the duration of the challah was removed until June 2021, in accordance with the instructions given from time to time. Therefore, for the time being, there is no limit on additional challahs or on the continuation of the previous challah.

Will I have to file a new claim for unemployment benefits for the next sick leave?

No. The National Insurance Institute stated that only another exit to sick leave should be reported, without filling in all the details about the workplace and the like.

If this is a claim in addition to the one that has been filed in the past, the Social Security will be satisfied with the announcement of another exit to the Khalat, since according to the law, payment for the Khalat has been approved by June 2021, for periods that it is realized.

Who should report to Khalat - the employee or the employer?

This time, the National Insurance Institute will allow both employees and employers to report Khalat.

What exactly does the report include and how do you fill out the report forms?

Tomorrow or the day after tomorrow, the National Insurance Institute will publish more precise instructions on how to complete the report.

Follow the Social Security website to get the full details and download the reporting forms.

What are the conditions for receiving unemployment benefits in the IDF? The

unemployment benefits will only be paid to those who are in the IDF for a period exceeding 14 days.

How can you know what the amount of unemployment benefits I will be entitled to in the Knesset is? The

National Insurance Institute publishes a simulator calculator for calculating the unemployment benefits due to those in the Knesset.

In general, there is a rate for those who are in the IDF, or unemployed, until the age of 28, and above that age the rate is higher.

Thus, for example, a person who earns NIS 6,000 per month and is under the age of 28 will be entitled to unemployment benefits of NIS 3,280 (55%), and if he is over the age of 28 he will be entitled to an unemployment benefit of NIS 4,320 per month (72%).

Anyone who earns NIS 20,000 a month and is up to the age of 28 will be entitled to NIS 7,090 (35%), and if he is over the age of 28 he will be entitled to NIS 8,970 (45%).

In any case, the maximum entitlement is NIS 422 per day, which will be paid for the first 125 days of unemployment per year.

After that, the maximum payment for a day of unemployment drops to NIS 281 per day only.

Are there any taxes on unemployment benefits?

Definitely yes.

The income tax applies to them as to any other income from work, according to the recognized tax tables.

The National Insurance contributions will be deducted at a minimum - NIS 24, and the health insurance contributions are paid according to income.

There are different estimates on the cost of the leave for the economy - how much it will cost the state coffers?

NII publishes that unpaid leave is expected to cost 460 million per 100 thousand incurred unpaid leave, 920 million 200 thousand scenario exported unpaid leave and NIS 1.4 billion for the scenario according to which 300,000 people will go to the IDF.

The calculation is based on the average daily payment made by the National Insurance Institute, in accordance with the eligibility tables.

Where will the state find the amount needed for this compensation?

At this point the state raises the amounts required to deal with the situation as loans that increase the debt-to-GDP ratio of the state.

In March, the country had a debt ratio of about 60%, which is considered one of the best in the world.

As the country's crisis continues, the country's debt has jumped by at least 20% of GDP, and perhaps even more, because not only has the volume of debt increased, the volume of GDP has also shrunk.

What is the expected cost of quarantine to the state in general?

According to estimates by the Ministry of Finance, a closure during the three-week holiday period will cost the economy NIS 15-12 billion.

If such a closure continues beyond that, it will cost an additional NIS 6 billion and could end up costing NIS 21 billion for the holiday month.

This cost does not include the cost of rehabilitation that will be required for the economy, and the cost of closing businesses and paying unemployment benefits.
