After being praised by the world media after dealing with the first wave, Israel's decision to re-impose a nationwide closure - the first country in the world to do so - was widely covered in the world, which is reluctant to take such drastic measures despite the continued spread of the virus.

While other countries in the world are also experiencing renewed outbreaks of the virus after removing most of the restrictions, they have adopted more focused and targeted closures to avoid exacerbating economic damage.

Many countries that went into closure in the first wave of the epidemic were held accordingly during the difficult months when millions of citizens were living in their homes and when the economy was down.

Italy, one of the main focus of the epidemic at the start of the outbreak, has made it clear that it will not return to a state of complete closure in light of the improvement in its health care system and the doubling of intensive care beds since March, the peak of the outbreak.

"There will be no more closures," stressed Deputy Health Minister Sandra Zampa.

"We have now seen that no country can afford to close everything. The lack of bans gives citizens greater responsibility."

And while in Israel they are closing down and closing the education system again, the children in Italy are returning to school after six months.

In Spain, the country with the highest number of people infected in Europe, which itself experienced a second wave after a tight lockout, the popular newspaper Al-Pais wrote that Israel was returning to the closure "after losing control of the epidemic."

At this point, the Spanish government emphasizes that it does not plan to impose a nationwide closure despite the new outbreaks, and instead supports the restrictions imposed by local authorities in the provinces.

"While the increase in the number of infected is alarming, we are in a different situation than we were in mid-March," Spanish Prime Minister Pedro Sanchez stressed last month, announcing that 2,000 more troops would assist in locating the infected.

Bild, the most popular newspaper in Germany, wrote that "Israel is returning to closure."

The foreign media mentioned the fact that the death rate in Israel from the virus is relatively low, but mentioned the high number of people infected, which has reached about 4,000 in recent days.

In addition, they mentioned the much-criticized criticism of Prime Minister Benjamin Netanyahu and noted that he was preoccupied with criminal law.

Netanyahu claimed yesterday in his statement on the imposition of the new closure that other countries in the world that opened after the first wave had to impose new restrictions, and he was right, but these are currently using a kind of "traffic light" program, such as the one not actually implemented in Israel.

France has declared dozens of "red zones" instead of a general and additional closure, following renewed outbreaks in Paris and other places during the summer months that led to large crowds.

In Italy they refuse to go back.

In Australia and New Zealand, two countries that have recorded international successes in the first wave have imposed targeted closures on the state of Victoria and Auckland respectively, but the rest of the country is being treated differently.

In New Zealand, all restrictions will be lifted as of September 21, with the exception of Auckland, the country's largest city and the current hotspot.

All this while holding parliamentary elections, which were postponed for a month in order to prepare better.

In the United States, due to its federal structure, there was no comprehensive closure at any stage but many states closed and shut down large parts of their economies to the displeasure of President Donald Trump.

He vehemently rejects the need to return to such comprehensive restrictions, even though the plague shows no signs of declining and the death toll is approaching 200,000.

Democratic rival Joe Biden, however, said he would impose a closure if necessary if scientists recommended it.

The closure was the immediate measure imposed by many countries in the world at the beginning of the outbreak, when the virus was unknown and spread rapidly.

The widest closure was on Wuhan, the place where the virus first broke out, and residents were not even allowed to leave their homes to stock up on food, which was distributed to them by emergency crews.

A number of countries followed suit, but the debate over the effectiveness of the exceptional measure, which has serious consequences for the economy and other aspects of public health, has not ended to this day.

The plague is fickle and unpredictable

The World Health Organization has made it clear that it is already in May that quarantine alone is not the solution.

The World Health Organization stressed that closure, in its various forms from each and every country, is just one part of the strategy to be pursued vis-à-vis the Corona, along with testing and contact detection.

"This must be a comprehensive approach," said director Dr. Maria van Krakow.

Countries that recorded success at the start of the closure saw its effectiveness wane as time went on. Peru, for example, imposed a large closure at the outbreak, but is now the country with the highest death toll. Sweden, on the other hand, is undergoing late refinement after refusing to follow in the footsteps of its Scandinavian neighbors and impose a strict closure and in recent weeks has seen its death toll rise and rise in the face of new outbreaks in the region.

The conclusion is that quarantine is not necessarily similarly effective everywhere and on all scopes, but despite Israel's dubious title as the first country to impose a second quarantine, the epidemic is volatile and unpredictable. Additional states may eventually be forced to re-close the state if the situation gets out of control again.
