Al-Jaafari clarified that targeting the Syrian people with economic terrorism is not new, as it is a result of the American administrations continuing their narrow vision based on caring and serving Israeli interests at the expense of the stability and security of our entire region and the blood of their peoples, pointing out that since 1978, successive American administrations have imposed coercive measures on the Syrian economy and its sectors. The vital sectors such as civil aviation, oil, energy, telecommunications, technology, banking, import and export, including the import and manufacture of food, medicine and basic medical equipment, in order to dissuade Syria from its stances rejecting the policies of domination and occupation striking the walls of the relevant United Nations documents and decisions that confirm the illegality of these unilateral coercive measures and their violation of international law The United Nations Charter and human rights instruments.

Al-Jaafari indicated that the unilateral coercive measures imposed on Syria have increased during the past years, especially during the current American administration period, leading to the so-called "Caesar Act" with the aim of weakening the Syrian state and undermining its national options and achieving what the governments of hostile countries have been unable to achieve politically and militarily and through investment in terrorism. Al-Jaafari explained that OCHA submitted 68 written reports and hundreds of briefings to the Security Council on the humanitarian situation in Syria, reports in which neither the Under-Secretary-General for Humanitarian Affairs, Mark Lowcock, nor his predecessors Stephen O'Brien and Valerie Amos, all British, dared to speak in them clearly and explicitly about the need to put an end to the coercive measures.
