The government of Venezuelan President Nicolas Maduro is responsible for systematic human rights violations, including arbitrary killings and torture, which constitute crimes against humanity, UN investigators have stated. The opposition since 2014.



According to Francisco Cox, one of the members of the UN investigation team, they have information in their possession that the socialist president ordered the head of the intelligence services SEBIN to arrest his opponents without legal orders.

The report is based on more than 270 interviews with victims, witnesses, former government officials and lawyers, and secret documents.

Among the witnesses was former head of the National Intelligence Services General Christopher Figura, whose remarks were verified.



Investigators determined that most of the illegal executions carried out by security forces and government agents were not investigated in a country where the rule of law and institutions are dismantled.

They said local law enforcement agencies and the International Criminal Court, which opened a preliminary investigation into Venezuela in 2018, should consider prosecutions.

Investigators said they would share the names of those involved in their possession and were identified by the victims, including 20 officers from SEBIN and 25 officers from the DGCIM military intelligence agency.

Investigators have called on the administration to disband the special police forces known as FAES.

Investigators further found that there are well-founded reasons to believe that the intelligence services falsified or hung evidence of victims.

Among other things, he mentioned the name of MP Fernando Alban, who according to the police committed suicide in 2018, but according to his party he was murdered.

In addition, experts said that naval officer Rafael Acosta apparently died of torture during his arrest by military intelligence last year.



The team of experts, set up by the UN Human Rights Council to investigate human rights abuses committed in the country since 2014, has not had access to Venezuela. More than five million people - about one-sixth of the population - have fled the country due to its political, economic and humanitarian crisis.

Hura Valero, Venezuela's ambassador to the UN in Geneva, said on Tuesday that the government was cooperating with a separate inquiry by UN High Commissioner for Human Rights Michel Bechelt, especially regarding visits to prisons.

He condemned the recent sanctions imposed by the United States on the regime, which he said "caused suffering and death."

The United States, along with dozens of other countries, recognizes opposition leader Juan Guidoo as Venezuela's legitimate leader.



Venezuelan Foreign Minister Jorge Arsa wrote on his Twitter account that his generation was cooperating with Bechelt's investigation and that the report was "full of lies, prepared remotely and not systematically" and that it continues to "do politics with human rights and not human rights politics." .



In the United States, Secretary of State Mike Pompeo said the report was "unusual."

In a telephone briefing with reporters, Pompeo added: "I hope this will have an impact on any government that thinks about its policies in relation to the regime of its generation."



The report found that state security services reacted harshly to opposition demonstrations, which intensified after Maduro announced his victory in the 2018 election that is not recognized by dozens of states.

Maduro still enjoys the support of Russia, China, Cuba and Iran.
