The European Union has prepared sanctions against some 40 people found responsible for the repression in Belarus, but the unanimity of the 27 is necessary for their adoption.

However, Cyprus still makes its agreement conditional on the adoption of measures to force Turkey to cease its gas drilling in the waters of its economic zone.

The thorny issue of sanctions will now be on the menu for the summit on Thursday and Friday which brings together the 27 European leaders in Brussels.
