Corona pandemic: the federal and state governments are not planning a uniform upper limit for private celebrations

In the fight against the corona pandemic, the federal government and the federal states want to refrain from further easing the distance and hygiene measures for the time being.

This emerges from a draft resolution that SPIEGEL has received and that is to be decided on Tuesday.

The aim must be "to keep the number of infections so low that their traceability can be guaranteed", it says.

The already valid "AHA rules" (keep your distance, adhere to hygiene rules and wear everyday masks) are also to be expanded with a "C" for "use corona warning app" and an "L" for ventilation at the beginning of the cold season.

With a funding program worth half a billion euros, the federal and state governments also want to support the "retrofitting of ventilation and air conditioning systems" by the coming year.

Their installation is intended to reduce the risk of corona infections in closed rooms.

Four billion euros for the health system

The joint declaration also provides for a "Pact for Public Health Services".

A total of four billion euros should flow into the health system by 2026, which should create up to 5,000 new jobs.

On the other hand, the federal government and regional leaders could not agree on a stricter limitation of the number of participants at celebrations in family or friends.

From a 7-day incidence of over 35 infected people per 100,000 inhabitants, an upper limit of 25 people for celebrations in private rooms and 50 people in public rooms is recommended.

According to the draft resolution, however, the issuing of appropriate regulations and the number of participants is at the discretion of the states.

Chancellor Angela Merkel expressed concern on Monday about the development of the corona epidemic in Germany.

In the CDU presidium, she warned of "19,200 infections a day" at Christmas.

The infection numbers in Europe are worrying, said Merkel, according to the dpa news agency, in the circle of party colleagues.

Everything must be done in Germany so that the numbers do not continue to grow exponentially.
